This position is mid-level professional position in the Electrical Engineering division that works under the direction of the Electrical Director. Work activities involve evaluating system studies, designs and expansions, commercial and residential electrical distribution installations for the city and adjoining unincorporated service areas. Submits design plans and proposals to the Engineering Design Team for final approval.
- Advises designers on commercial and residential power distribution systems both underground and overhead, and coordinates installation with developers, builders and other utility companies.
- Performs system planning activities, which include routing of main feeder lines, substations sites and additions, and location of switching and sectionalization points.
- Designs the distribution system upgrades, including replacement of aging facilities.
- Performs system planning and load forecasts including primary system upgrades and modifications; Submits proposals to the Electrical Director for approval. Implements and coordinates projects with customers, contractors and developers, and other utilities.
- Investigates, develops plans and coordinates the incorporation of new technologies including but not limited to automated switch placement and capacitor placement.
- Researches, develops specification requirements for various distribution, metering and apparatus equipment. Calculates system load requirements and submits to customer and appropriate BLW personnel.
- Assists with computer technology applications such as SCADA, GIS, external organizations, (ECG, MEAG Power) and other work management and other systems.
- Maintain reports of continuing system studies and power outage indices.
- Provides technical support to BLW personnel with service restoration efforts during major power outages.
- Assists with switching operations on main distribution lines during emergency and non-emergency situations for load balances, service restoration, line construction, and substation work.
- Coordinates joint construction/installation projects with other utilities and wholesale suppliers.
- Handles concerns and complaints from contractors, builders, general public, etc.
- Plans and designs electrical metering projects (i.e. AMI and line sensors).
- Reviews and coordinates emerging technology added by customers, including distributed generation and small cell technology
- Assists System Design Manager with budgeting and system forecasting.
- Maintains current knowledge of electrical field through continuing education, both formal and informal.
- Performs other related duties as required
- BS degree in Electrical Engineering (BSEE) from an accredited college or university and a minimum of one year of electrical utility distribution design experience.
- Knowledge of underground, overhead and substation distribution design.
- Knowledge of the electrical utility industry and distribution methods and practices.
- Knowledge of electrical theories and skill with CAD designs.
- Knowledge of load management.
- Knowledge of electrical metering and components.
- Knowledge of programmable electric field devices.
- Ability to read, understand and interpret technical papers, codes and handbooks.
- Ability to evaluate plans, policies, and procedures and products.
- Ability to maintain effective working relationship with others.
- Ability to establish and implement division policy.
- Must have ability to walk on variable, uneven, or slippery terrain when surveying construction sites.
- Knowledge of the applicable codes and laws, including the National Electrical Code and the National Electrical Safety code.
- Knowledge of the latest trends in technological advances relative to computer control systems and distribution automation.
- Skill in calculation of mathematical computations and formulas.
