The Transbay Joint Powers Authority (TJPA) is seeking a dynamic leader with extensive experience in security management. The Security Operations Manager (SOM) will be an integral part of the management team overseeing the prestigious Transit Center, a multibillion-dollar transportation hub in downtown San Francisco.
The SOM will report to the Chief Security Officer (CSO) and assist in overseeing the security program and staff, focusing on emergency preparedness and response. The role also includes ensuring business continuity and operations at the Transit Center and related facilities, including nearby offices and residential towers.
Position Functions and Responsibilities:
- Provide daily oversight of the TJPA contracted security team, coordinating security operations and emergency responses with the CSO and Physical Security Manager (PSM).
- Develop and deliver site-specific security training in coordination with the CSO.
- Assist in developing response procedures, security standards, policies, staffing plans, and post orders.
- Maintain training records and prepare compliance reports.
- Ensure incident reporting and track security metrics.
- Conduct perimeter audits and report findings weekly.
- Review incident reports, take action, and follow up with the CSO.
- Investigate incidents involving security personnel and prepare reports.
- Develop crime prevention strategies in coordination with the CSO and PSM.
- Conduct penetration tests on access controls to identify vulnerabilities.
- Perform inspections to ensure policy compliance.
- Maintain relationships with public and private security partners.
- Participate in counter-terrorism and security information sharing programs.
- Represent TJPA in security working groups and serve as liaison with law enforcement and emergency agencies, including the Joint Terrorism Task Force.
- Perform other duties as assigned.
Minimum Qualifications:
- Degree in criminal justice, security management, transportation, or related field, or five years of relevant experience.
- Five years of supervisory experience in security.
- Excellent communication skills.
- Competency in security operations management.
- Ability to work under pressure professionally.
- Effective communication across all organizational levels.
- Understanding of security issues' impact and sensitivity.
Desired Skills, Abilities, and Qualifications:
- Experience in contract security, law enforcement, government, or military roles.

Compensation:
The salary is negotiable based on qualifications and experience. The pay range is $89,440 to $135,200. Benefits include medical, dental, vision, life insurance, CalPERS retirement, 12 days of vacation, 10 holidays, 12 sick days, and up to 5 administrative leave days annually.
