Incumbents create and update technical specifications for invitations to bid and requests for proposals, and solicit quotes from contractors for minor projects. Responsibilities may include creating and revising product specifications; developing requests for proposals and invitations to bid; preparing specifications for minor construction projects; evaluating bids and recommending the awarding of bids to specific contractors; reviewing and approving invoices; recommending changes to purchasing policies and procedures; and providing work direction to Inventory Control staff.(The duties listed below are intended only as illustrations of the various types of work that may be performed. Prioritizes and assigns work to Inventory Control staff; monitors the performance of lower level staff; and trains staff on work methods and procedures. Coordinates, oversees, and assists in activities related to procurement of supplies, materials, equipment, and services; reviews and approves requisitions and purchase orders within established guidelines; coordinates bidding processes; recommends changes to policies and procedures. Participates in bidding activities and processes, from concept through award, which includes writing specifications, reviewing bid results, recommending awards, creating bid packages, and/or performing other related activities. Prepares, reviews, interprets, and analyzes a variety of information, data, and reports which includes RFPs, bidding contracts and leases, invoices, and other related documents; makes recommendations based on findings. May prepare specifications for minor construction projects, including catch basin or driveway repairs. Performs other duties of a similar nature or level. SUPERVISORY RESPONSIBILITIES No direct full-time supervisory responsibilities; however, on occasion some temporary supervisory duties may be possible in conjunction with other support duties needed to assist the fleet and inventory manager.

EDUCATION AND EXPERIENCE Bachelor's degree and three years purchasing experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Prefer Bachelor's Degree in Accounting, Finance, Business, or related field.

LICENSING REQUIREMENTS Valid Driver's License as per State law or requirement.
