MNIT DNR provides comprehensive IT operations and support services, custom application development, and dedicated support functions to an organization that manages and conserves the state's natural resources in a way that creates a sustainable quality of life for all Minnesotans. As a GIS and Cloud Solutions Architect with Minnesota IT Services (MNIT) and the Minnesota Department of Natural Resources (DNR), you will be the department-wide expert and technical lead responsible for designing and managing advanced Geographic Information Systems (GIS) enterprise applications. Your role will focus on developing innovative system architectures, services, and application designs, with a strong emphasis on cloud-based platforms and cloud migration strategies. You will lead the design, implementation, and support of enterprise GIS applications in both on-premise and cloud environments, manage middleware architecture, geospatial services, web applications, and tools that support agency-wide business functions. Additionally, you will establish and implement standards and best practices across the GIS DevOps team, mentor GIS Section staff on larger development projects, review and approve geospatial application designs and technologies, and oversee the ongoing maintenance, security, and enhancement of enterprise GIS applications, including support for remote deployments and CI/CD pipelines through secure cloud automation. : Position requires a minimum of five (5) years of experience in enterprise level web GIS application development, enterprise GIS architecture design, and technical leadership of GIS application deployments. Experience must include: Enterprise GIS Development:

Proven experience designing, developing, and maintaining enterprise-level Geographic Information Systems (GIS) applications, databases, and services.

Cloud Platform Expertise (Microsoft Azure):

Proven experience architecting and administering ArcGIS Enterprise deployments in Microsoft Azure, including use of Infrastructure-as-Code and secure automation.

Backend Development and API Integration:

Proficiency in backend programming languages and frameworks, including Python, FastAPI or Flask, and the development of RESTful APIs in a spatial data context.

Cloud-Native DevOps Practices:

Experience implementing CI/CD pipelines using GitHub or Azure DevOps, including secure deployment of applications and infrastructure through automation tools such as Bicep

Technical Leadership and Collaboration:

Demonstrated ability to lead technical direction and architecture strategy across remote teams and partner agencies, with effective written and verbal communication skills.

Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

Customer service skills that include active listening, empathy, and problem-solving.

A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year. Preferred Qualifications Full-Stack GIS Application Development:

Experience with Angular, React, or Ionic front-end frameworks, especially in combination with Esri's ArcGIS JavaScript API and Azure Active Directory authentication.

Geospatial NoSQL Database Expertise:

Advanced knowledge of MongoDB and PyMongo for modeling, querying, and aggregating geospatial data in high-volume enterprise environments.

Legacy System Modernization:

Demonstrated success in modernizing legacy GIS web applications using modern JavaScript frameworks and Azure cloud-native technologies.

Middleware and Spatial Data Integration:

Experience designing and deploying scalable middleware services using PostgreSQL/PostGIS, Oracle, or MongoDB Atlas in support of geospatial applications.

Cloud Security and Compliance:

Knowledge of securing web applications in Microsoft Azure, including web application firewalls, secure access controls, and adherence to NIST or equivalent cybersecurity standards.

DevOps Team Leadership:

Experience leading DevOps initiatives for GIS platforms, including version control, automated testing, deployment pipelines, and infrastructure configuration.

Innovation in Geospatial Technology:

Ability to evaluate and apply emerging trends in cloud GIS, mobile GIS solutions, remote collaboration platforms, and DevOps strategies to enterprise environments.
