HGA is seeking an
Environmental Compliance Specialist
to support operations in
Baton Rouge, LA . This Environmental Compliance Specialist will be responsible for providing environmental reviews and clearance services to government clients. The focus will be on infrastructure projects and affordable multi-family housing developments funded by HUD Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) programs. Additionally, the Environmental Compliance Specialist may require supporting other federal and state grant programs as needed. Highly qualified candidates will be eligible to work remotely for this position.
Key Responsibilities:
Review a project scope and recommend the best path forward for obtaining environmental clearance in accordance with 24 CFR part 58 Meet and document all requirements in every environmental review record Ensure compliance with all relevant statutes, regulations, and policies, such as NEPA, Floodplain Management, Historic Preservation, Endangered Species Act, Clean Air, Contamination, Noise Abatement, Wetlands Ability to manage multiple projects simultaneously across different programs and funding sources Make well-informed, data-driven decisions that influence project outcomes Effectively communicate with a diverse range of stakeholders, including grantees, sub-grantees, federal agency representatives, and project teams Qualifications:
Bachelor's degree Minimum of 2 years' experience providing environmental reviews for CDBG-DR programs Experienced in conducting tiered environmental reviews (Tier 1 and Tier 2); Skilled in performing full Environmental Assessments (EAs) Familiar with environmental permitting and consultation requirements for federally funded projects Experience reviewing Phase I and Phase II Environmental Site Assessment (ESA) reports Experience using HEROS (HUD Environmental Review Online System) and other similar grant review and processing systems Demonstrated ability to ensure compliance with comprehensive HUD regulations Critical thinking skills with a strong focus on data-based decision-making; Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) Excellent communication skills, capable of managing relationships with various stakeholders Preferred Qualifications:
Experience with delineations and Jurisdictional Determinations from the U.S. Army Corps of Engineers (USACE) is desired SOI qualified or experience in drafting Section 106 consultations is desired
