As a member of the Chancellor’s Executive Team, develops organizational strategies, researches human resource issues, and contributes to organizational planning and direction. Leads all administrative matters related to employee selection, talent relations, total rewards, payroll, compliance reporting, learning and development, and retention programs. Works collaboratively with the Chancellor and Executive Team to develop policies, procedures, and budgets that support the strategic plan and promote effective Talent Engagement practices, focusing on Student Success. This role involves developing comprehensive plans for compensation, career development, succession planning, and training programs aligned with HCC’s strategic priorities. Develops and implements staffing models that support student success and enhances the College’s strategic plan, aiming to position HCC as an employer of choice. Supports recruitment, onboarding, professional development, retention, and promotion initiatives to improve the student experience. Reignites the HCC Way by modeling core values and behaviors to create value for stakeholders and foster a sense of belonging. Advises on legal liabilities, interprets federal and state laws, and develops regulations related to personnel matters. Supports the system-wide vision of the College, emphasizing collaborative leadership and strategic management to support the Mission, Vision, and Values. Ensures effective internal controls to guarantee operational efficiency, asset protection, and legal compliance. Manages Talent Engagement activities, including recruiting, hiring, training, mentoring, and performance evaluations of direct reports. ESSENTIAL FUNCTIONS Provides leadership on employee involvement and management systems, overseeing recruiting, compensation, benefits, payroll, talent relations, learning, organizational development, compliance, and HR information systems. Ensures effective and fair implementation of HR policies across HCC, and recruits, evaluates, and trains qualified faculty and staff. Acts as a strategic advisor to the Chancellor and leadership on organizational issues and develops management succession plans aligned with college goals. Collaborates on technological resource use to enhance service levels for employees, retirees, and students. Manages the Talent Engagement budget, collaborates on resource acquisition, and ensures project and program outcomes. Leads the development and implementation of the Human Resources Strategic Plan, aligning it with the System Plan, budget, and emergency plans. Creates and maintains programs focused on the student experience and promotes a positive college culture. Participates in community programs, conferences, and forums to represent HCC and improve standards. Supports community engagement strategies for recruitment and retention, and enhances HCC’s reputation to increase enrollment. Uses data and analytics to evaluate talent engagement functions and inform decision-making. Works with Public Relations and Title IX offices to communicate recruitment programs effectively. Collaborates with College Presidents and Vice Chancellors to ensure HR programs support student success. Demonstrates commitment to collaborative decision-making, continuous improvement, and excellent service. QUALIFICATIONS Education & Experience Bachelor’s degree in a related field required 10 years of senior management or administrative experience required Experience in higher education and working with trustees/boards preferred Licensing & Certification Valid Texas Driver License Member of the State Bar of Texas preferred Seniority level
