One current vacancy in the Adult Clinic located in Tulare and one vacancy in Child Welfare Services located in Visalia.

This recruitment will establish an employment list to fill current and future vacancies. The anticipated life of the list is six months.

Typical Duties

Develop, negotiate, monitor and control administrative, fiscal and programmatic aspects of grants, contracts and programs; evaluate the achievement of program goals and objectives; review, develop and implement program policies and procedures; prepare grant applications including identifying needs, researching requirements and developing goals and objectives; prepare and monitor program budget and expenditures; respond to inquiries from funding sources; prepare reports on program problems identified in grant or contract evaluation processes; supervise, train and evaluate staff; work collaboratively with Intra-Agency Departments; collaborate with and/or monitor contract service providers on performance outcomes; prepare agenda items; may represent the department before the Board of Supervisors, public organizations, on State and community committees, task forces and advisory boards.

Minimum Qualifications

Education and Experience:

Any combination of education and experience that could likely provide the required knowledge, skills, and abilities is qualifying. Normally requires graduation from an accredited college or university with major course work in health, social work, or public administration or a closely related field and three years of responsible fiscal, managerial, personnel or governmental administrative work. Related work experience may be substituted for the education requirement on a year for year basis.

Knowledge of:

Public funding and budget monitoring; principles and practices of supervision, management, and employee development; grant and contract development, monitoring and evaluation.

Skill/Ability to:

Plan, organize and direct the work of others; interpret rules and regulations; establish goals and objectives; analyze situations accurately and adopt an effective course of action; communicate effective, both orally and in writing; establish cooperative working relationships with coworkers, organizations and the general public.

Conditions of Employment

Candidates selected will be required to pass a pre-employment drug and alcohol screening. For some classifications, a physical exam will be conducted to ensure the applicant's fitness for duty. This process may include a physical ability and/or ergonomic assessment. Additionally, a background investigation may also be conducted.

Bargaining Unit 19

Benefit Amount:

An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance:

A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP) .

Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave : 12 set days and 1 personal holiday.

Vacation Accrual

2 weeks per year (0-3 years of service)

3 weeks per year (3-7 years of service)

4 weeks per year (7-11 years of service)

5 weeks per year (11+ years of service)

Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave. Sick leave buy back after 3 years of service.

Group Term Life Insurance and AD&D:

$10,000; Provided by Standard Insurance Company .

Long Term Disability Insurance:

A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation : A voluntary deferred compensation plan is available.
