Summary

Serves as the Information Technology (IT) Program Manager (PLCYPLN) in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to serve as an IT program manager for DeCA business, financial, technology or data management programs. Performs functions essential to acquisition programs.

The selectee for this position will be expected to perform the following duties:

Implements program management techniques and monitors internal controls necessary to manage acquisition programs and support functions. Executes acquisition management plans to support IT modernization efforts, transitioning from legacy business solutions to commercial retail or DoD enterprise solutions. Works with senior program managers to identify all stakeholders, internal and external. Monitors stakeholder's input and feedback throughout the program life cycle. Formulates an acquisition strategy that incorporates risk mitigation strategies and opportunity costs. Interprets and applies policy for emerging IT acquisition strategies. Manages program progress to ensure availability of operable and supportable systems. Develops and manages short- and long-term budget plans. This is an Acquisition Workforce position and is subject to the requirements of the Defense Acquisition Workforce Improvement Act (DAWIA). This position requires Advanced Program Management Certification. Certification requirements must be met within 60 months of appointment to this position. Frequent travel (approximately 20%) by military and commercial aircraft or land transportation is required in the performance of officially assigned duties. Incumbent is required to file an OGE 450, Confidential Statement of Affiliations and Financial Interest on an annual basis. Applicant must be able to obtain and maintain a Secret security clearance. You must meet the Office of Personnel Management (OPM) basic requirement and qualifications for the 2210 series and additional requirements by the announcement closing date.

Basic Requirement:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Qualifications: Your resume must clearly show that you have one (1) year of specialized experience equivalent to at least GS-12 by the closing date of the announcement. Experience can be under other Federal service pay systems, private sector, or military. Specialized experience is defined as:

Managing information technology programs to include: risk management; change management; project management; requirements analysis; cost benefit analysis; systems life cycle management; technology awareness; stakeholder management; financial management; data management; and, acquisition processes, including investment management, system integration, program cost and schedule, performance, test and acceptance, deployment, configuration, management, quality assurance, information security and assurance, and maintenance planning. Developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities and evaluating and reporting accomplishments. Providing expert technical advice, guidance, and recommendations to management and other technical specialist on critical IT issues. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Additional Requirements that must be met by the closing date:

Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a nontemporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
