Examples of Duties

Leads all phases of technology project management, including planning, budgeting, scheduling, execution, monitoring, and closeout, ensuring alignment with project goals, deliverables, and timelines. Develops and maintains comprehensive project documentation (e.g., charters, schedules, action plans, risk logs, meeting agendas) and ensures project artifacts are accurate and up to date. Collaborates with internal departments, vendors, and stakeholders to define project scope, requirements, and success criteria. Oversees team responsibilities and execution across multiple concurrent projects to ensure alignment with project objectives and county strategic goals. Identifies, tracks, and mitigates project risks, issues, and dependencies, escalating significant concerns as needed. Establishes project governance structures, including roles, communication plans, and reporting cadence to maintain transparency and alignment. Facilitates cross-functional collaboration and conflict resolution to maintain momentum and ensure project objectives are met. Monitors project performance, proactively addressing variances in scope, timeline, and budget, and provides progress updates to leadership and stakeholders. Supports vendor management, procurement coordination, and compliance with applicable local, state, and federal technology mandates. Contributes to continuous improvement by documenting lessons learned and participating in post-project reviews. Minimum Qualifications Graduation from an accredited four-year college or university with a degree in computer science, information systems management, project management, business or public administration or a related curriculum and three (3) years practical experience in Project Management; or an equivalent combination of education and experience.

Management Preference:

Preference will be given to candidates with PMP certification and / or demonstrated experience leading technology projects in a public-sector or government environment.

Knowledge, Skills and Abilities

Knowledge of methods, procedures and policies of Cumberland County as such pertains to the performance of the essential duties of the position. Knowledge of standard project management methodologies (e.g., PMI, Agile, hybrid approaches) and tools for project lifecycle management. Knowledge of IT governance, compliance frameworks, and standards (e.g., HIPAA, PCI-DSS, ITIL) and their integration into public-sector technology solutions. Knowledge of enterprise project lifecycles, including vendor coordination, system configuration and integration oversight, data readiness tracking and migration, user acceptance testing and go-live planning. Knowledge of various funding sources (e.g., grants, E-rate, federal/state allocations) that may impact project budgets, reporting, and compliance requirements. Knowledge of change management principles and strategies to support user adoption and minimize disruption during technology transitions. Skilled in leading complex technology projects with multiple stakeholders, competing priorities, and varying levels of technical complexity. Skilled in communicating technical and non-technical information clearly to diverse audiences, including executives, end-users, and vendors. Skilled in facilitating meetings, workshops, and work sessions that drive decision-making, collaboration, and accountability. Skilled in managing risk, scope, budget, and schedules using project portfolio management software tools. Skilled in fostering a collaborative team environment, building consensus among cross-functional groups. Skilled in managing project sponsors, risks, and stakeholder expectations to ensure alignment, accountability, and sustained engagement throughout the project lifecycle. Skilled in understanding departmental business needs and translating them into realistic project plans that balance scope, timeline, and customer satisfaction. Skilled in motivating and influencing cross-functional teams, building cooperation across departments and levels, and maintaining momentum across multiple concurrent enterprise technology projects. Ability to analyze problems, develop solutions, and make data-informed decisions under time constraints. Ability to maintain a high level of organization and attention to detail across multiple concurrent projects. Ability to build and maintain effective working relationships with internal departments, vendors, and external partners. Ability to adapt project approaches and tools to meet the unique needs of public-sector technology implementations. Ability to lead with integrity, professionalism, and a strong commitment to public service.
