Assistant Project Manager

A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA's housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents' quality of life while enhancing building performance. Capital Programs is responsible for end-to-end management of over 500 active modernization projects across the Authority's properties throughout the city. These investments are necessary to ensure effective building performance and good living conditions for residents, and include modernization of building systems, interiors and exteriors, apartments, and grounds. Current programs focus on heating systems, elevators, roofs, brick facades, CCTV and layered access controls, entryways, flood protection and resiliency, community centers, lighting and playgrounds. Projects utilize a range of delivery methods and procurement approaches, with budgets ranging from $100,000 to up to $100 million per project. Project Management Team 3 of Capital Programs seeks an Assistant Project Manager to provide support in delivering the capital portfolio on time, within budget and scope as initiated by the project charter, and with the highest level of safety and quality. Responsibilities include, but are not limited to, the following: Assist in management of contracts through all project phases - planning, design, procurement, construction, and close-out; monitor project status to ensure compliance with schedules and contract deliverables. Ensure that comprehensive project files are maintained consistent with HUD requirements; assist in the audit of contracts by HUD or other stakeholders. Analyze and resolve project issues; conduct meetings with internal and external stakeholders to resolve issues as necessary. Provide support in preparation of Form of Proposal, track addenda, attend bid openings, participate in post-bid meetings; assist in bid comparison/analysis and the recommendation to award process. Assist the Project Manager with key items such as constructability reviews, submissions, subcontractor approval, processing payments, RFI response, delay analysis and schedule control. Visit field sites regularly to assist in scoping meetings, resolving design and/or construction issues as required. Assist in obtaining all required external approvals, such as the Certificate to Proceed, Advice of Award, etc. to ensure proper funding is in place; follow-up on funding approvals, State and/or City funded projects. At the discretion of the Project Manager, may be expected to manage capital projects of routine to moderate complexity. NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Construction Project Manager to be considered.
