The Managing Director's Office of Transportation and Infrastructure Systems (OTIS) is charged with driving change through our transportation and infrastructure systems. OTIS leads a portfolio of departments, including Streets Transportation, Streets Sanitation, Philadelphia Water Department (PWD), and Office of Multimodal Planning (OMP) to provide cost-effective quality services with a focus on the resident. OTIS collaborates with a wide variety of organizations such as Amtrak, DVRPC, PATCO, PennDOT, SEPTA, and the Philadelphia Parking Authority. OTIS has led the City's engagement with the Federal Bipartisan Infrastructure Law (BIL) and its related programs and is the home department for the Infrastructure Solutions Team (IST). The IST is a cross-departmental effort with a mission to advance equity with the BIL funding. This will include increasing the amount of City contracts that go to historically underutilized businesses, while ensuring that infrastructure workers, from planning to construction, look more like the population of Philadelphia. Working under the supervision of the Infrastructure Workforce Development Manager in the Office of Transportation and Infrastructure Systems (OTIS), the Plug In Philly Project Manager will be responsible for program management and operations for the Plug In Philly Pre-Apprenticeship Program Pilot. This initiative is funded by a $1.47 million federal grant from the Joint Office of Transportation and Energy/US Department of Energy (DOE) and aims to diversify the electric vehicle supply equipment (EVSE) workforce by recruiting, training, and supporting participants from underrepresented communities. The program will train 45 participants over two years and three cohorts, in collaboration with the International Brotherhood of Electrical Workers (IBEW) Local 98, Philadelphia Works Inc., the Community College of Philadelphia, and other key stakeholders. The project includes an innovative and collaborative training curriculum, requiring experience building partnerships with training providers, wraparound service providers, and employers. Plug In Philly includes a robust approach to supportive services to support program success by addressing trainee needs around stipends, transportation, childcare, and career readiness. The program aims to graduate and place approximately 45 participants across three cohorts in critical emerging EVSE jobs. Program funding is anticipated through to July 2027. This role is an opportunity to synchronize efforts among stakeholders to connect historically underrepresented populations to the growing EVSE workforce in Philadelphia. This is a grant-funded position. Grant funds are anticipated through at least July 2027. Essential Functions Program Management & Design Partner Engagement Consultant Management Supportive Services Reporting and Grant Management Competencies, Knowledge, Skills and Abilities Demonstrated experience managing training programs that support participant success from recruitment through employment placement. Preference for experience managing workforce development trainings, work-based learning, and/or pre-apprenticeships programs in construction or infrastructure. Experience with government contracting preferred. Ability to manage multiple priorities simultaneously and prioritize deadlines. Excellent communication, collaboration, and interpersonal skills and ability to cultivate strong working relationships with a variety of partners. Ability to work in diverse environments including office settings, training sites, and community engagement. Excellent critical thinking and problem-solving skills. Embraces the principles of cultural humility, cultural competency, and lifelong learning. Ability to work independently and collaboratively within a team. A high level of proficiency with Microsoft Office

including Outlook, Word, Excel, and PowerPoint. Qualifications

Three or more years of professional experience. Preference for experience in public administration, adult education, workforce development, and/or non-profit. Completion of a bachelor's degree program at an accredited college or university. An equivalent combination of training and experience providing the characteristics required to perform the essential functions may substitute for those listed. Salary Range: $70,000
