Associate Commissioner
The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 490 public employees and provides services in the areas of building maintenance, construction management, food services, mail services, occupational health and safety, operational support, security, transportation, and print production. The Division also provides support to the Division of Youth and Family Justice (DYFJ) for its two 24/7 Secure Detention facilities
Crossroads Juvenile Center (Brooklyn) and Horizon Juvenile Center (Bronx). The Associate Commissioner for Administrative Services and Support will have specific oversight of the Division's Food and Nutrition Services, Supply Chain and Compliance and Support Services portfolio. The selected candidate will be an integral member of the Division's Executive team and will manage a $40M annual budget and a team of approximately 130 staff total. Under the direction of the Deputy Commissioner, the Associate Commissioner will be responsible for overseeing the day-to-day administrative and operational responsibilities of the aforementioned portfolio providing strategic operational and administrative leadership to ensure priorities are understood, issues of varying levels of complexity are resolved and plans are executed efficiently, effectively and timely. The selected candidate will possess an exceptional history in overseeing and successfully coordinating multiple projects and/or multifaceted activities, preferably in complex environments. Responsibilities of the position include: - Manage a team of Assistant Commissioners and Executive Directors who oversee food and nutrition services, emergency management and planning, mail room, occupational safety and health, transportation services, warehouse operations including inventory management, supply chain and distribution serving as the primary liaison to the Deputy Commissioner on matters related to these work units. -Align the division's work products with the agency's overall mission and goals via ongoing assessment of each unit, analyze trends in staffing and operations and develop and execute plans for improved efficiency and effectiveness. -Collaborate with internal leadership team to support continuity of services. -Maintain a firm understanding of all federal, state and city policies and mayoral directives that govern each unit. -Create and maintain impeccable records and reports and communicate pertinent information to key stakeholders along with strategic recommendations for improvements and sharing of best practices. -Represent the Deputy Commissioner's Office to a variety of internal and external stakeholders as a subject matter expert. -Other duties as assigned.
