Primarily responsible for providing individual and family services to increase child-rearing skills and foster the developmental potential of young children; participates in the development of preventive mental and public health programs. Examples of Duties

PRINCIPAL DUTIES/RESPONSIBILITIES:

The following functions represent the majority of the duties performed by the position, but are not meant to be all-inclusive or prevent other related duties from being assigned when necessary:

ESSENTIAL JOB FUNCTIONS (100% of Time): Provides developmental assessments of children, birth to eight years old; teaches parents ways to enhance their child's developmental potential. Conducts programs to educate parents in the area of child development and parenting; develops materials and curricula for this purpose. Provides in-service training and consultation in the area of child development and parenting to staff at Head Start and day care programs. Keeps records and writes reports essential to this work; assists in the selection, preparation and distribution of materials on child development which will further the purposes of this program. Counsels

individuals and families on Topics related to parenting and child development. Recruits

clients for child development programs through contacts with community organizations such as public health clinics, hospitals, childcare centers, pediatricians, civic organizations and the news media. Prepares and maintains

client charts, including

progress reports

, treatment plans, and billing forms

; participates as a member of a team developing diagnostic and treatment programs for individual cases; confers with supervisor regarding case management. Completes required training in support of duties and responsibilities of this position. Performs other duties as required and assigned, including those required to fulfill activities in support of public health emergency operations. Typical Qualifications

QUALIFICATIONS/SPECIFICATIONS:

Education:

Master's degree in child development, early childhood education, developmental psychology or related field required. Certification as a Child and Parenting Specialist preferred. Certification eligibility is required. Infant Mental Health endorsement preferred; eligible for endorsement is required.

Experience:

Two years of experience in the area of child development or early childhood education preferred.

Knowledge and Skills: Knowledge of child development from birth through adolescence; of the skills and techniques for childcare and guidance and methods of curriculum of early childhood education; and of community health and welfare resources for children and their parents. Skill in working cooperatively and effectively with both professional and non-professional groups and encouraging participation in child development programs; and in teaching child development and child rearing skills to parents. Licenses:

Certification as a Child and Parenting Specialist preferred. Certification eligibility is required. Infant Mental Health Endorsement preferred; eligible for endorsement required.

INTERNAL AND EXTERNAL WORKING RELATIONSHIPS: Frequent internal contact with Family Planning, Adult Health WIC, Healthy Start Initiative and Children First staff External contact with various community agencies PHYSICAL EFFORT:

Physical effort is required to lift and move equipment and supplies (up to 20 lbs.) Often sitting or standing for prolonged periods Some stooping, bending and squatting may be required when providing direct-client services Repetitive computer and telephone use Ability to receive detailed information through oral communication Frequent communication with clients, team members and community partners Must be able to exchange accurate information over the phone, email, electronic medical records, and other modes of communication WORKING CONDITIONS:

Position will be working in a clinic setting, as well as settings with various community partners, including childcare settings, preschools, and other local agencies.
