Duties Description: Assist Transportation Operations Managers, professional and clerical staff with managing allocations and expenditures and travel; Possess and apply a working knowledge of purchasing rules, laws and guidelines; process purchase orders, vouchers and travel expenses; Provide assistance to Resident Engineers; Bridge Maintenance Engineer; Transportation Office Assistants and clerical staff with processing purchase orders, vouchers and travel expenses; Must be proficient with utilizing the State Financial System (SFS); Microsoft products (Excel/Word) and possess a strong, current working knowledge of these applications. Additionally, the appointed candidate will be required to apply working knowledge including data entry and report processing in, HRIS, LATS, SIH, SharePoint, Debit Card, as needed SEERT applications. The appointed candidate will be required to create Personnel Status Forms (P7); Notice of Appointment forms (P6) and other processes and forms associated with personnel transactions and assist as necessary and needed with new Residency/Bridge employee orientations. This may require travel to Residency/Bridge locations. The successful candidate will be expected to work cooperatively with internal and external staff, while exercising a considerable amount of independent judgment in performing duties; applying policies, procedures, laws, rules, regulations and guidelines that require interpretation; prepare written summaries and reports; apply agency procedures in support of their specific assignment. Frequent oral and written communication is required with a wide range of internal and external staff and representatives. Interactions and written correspondence are expected to be executed with a high level of professionalism and confidentiality. Program Aide is not a supervisory class however the appointed candidate may supervise clerical employees by prioritizing work assignments for subordinate staff, assuring efficient and effective workflow. Duties will vary, and change based on operational need and changing priorities. Perform clerical duties: filing, responding to incoming calls, email, inquiries, direct inquiries to appropriate departments, manage incoming and outgoing mail, order supplies from various vendors for the operations staff.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations. Minimum Qualifications: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.

The qualifications are 3 years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law. Additional Comments: Applicants must be currently authorized to work in the United States on a full-time basis.

*Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.

*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
