Under direction of the Environmental Services Manager, the Stormwater Administrative and Regulatory Supervisor is responsible for administration, enforcement, and compliance with local ordinances, federal and state codes regulating stormwater quality, construction activity and related assignments for the City of Georgetown. Applicants are required to attach a resume and cover letter. Essential Functions: Provides technical, professional, and administrative support for the City's Stormwater Management Program in compliance with the Storm Water Management Plan (SWMP), Texas Pollutant Discharge Elimination System (TPDES), and the National Pollutant Discharge Elimination System (NPDES), officially known as the MS4 Program. Leads the Stormwater Administration and Regulatory team. Oversees stormwater compliance inspections during the construction process; coordinates with developers to ensure adherence to erosion and sediment control regulations. Oversees and supports the implementation of stormwater mapping and GIS activities conducted by the GIS Analyst. Investigates stormwater runoff complaints; identifies problems and develops corrective recommendations, notifying appropriate personnel as necessary. Conducts site visits, issues corrective correspondence, and takes enforcement actions against non-compliant parties; maintains detailed reports. Identifies and researches funding opportunities to support program activities; prepares grant applications and manages awarded grants and associated budgets. Reviews and recommends updates to technical specifications and standards related to stormwater management and regulatory compliance. Develops, implements, and coordinates public education and outreach programs focused on stormwater quality and public involvement. Recommends for hire, supervises, and develops staff through review of performance data, conferences, counseling, training, and evaluation of performance. Develops, reviews, and updates standard operating procedures. Provides code and regulatory information to the public, permit applicants, and interdepartmental agencies; coordinates review and inspection efforts with relevant departments. Performs additional duties as assigned. Minimum Qualifications: Education, Training and Experience Guidelines: Associate's degree in a field related to Engineering, Environmental Science, Geography, Natural Resources, Public Administration or related scientific field with a minimum of three (3) years of experience in MS4 Stormwater or any combination of education and work. Knowledge of: Supervisor and leadership skills Knowledge of MS4 permit requirements and Georgetown's SWMP. Knowledge of Clean Water Act, TPDES, and NPDES. Knowledge of erosion and sediment control best management practices. Skills: Ability to read and interpret engineered plans and make basic arithmetic calculations. Ability to organize data and data tracking. Microsoft Office. Ability to supervise and coordinate a team, including inspectors and GIS analysts. Licenses and Certification Requirements: Valid Class "C" Texas driver's license required. Out-of-state license holders must have a valid license and provide a three-year driving history. Certified Erosion, Sediment and Storm Water Inspector (CESSWI) or Certified Professional in Stormwater Quality (CPSWQ), or Municipal Separate Storm Sewer System Program Management (CMS4S), or equivalent program certification or the ability to acquire certification within the first year. Preferred Licenses and Certification: Construction General Permit Site Inspector (EPA Certification) Physical Demands and Working Environment: Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls.
