Job Posting Duties include overseeing, and serving as primary liaison for, the City's Minority- and Women-Owned Business Enterprises (M/WBE) program - maintaining relationships with local ethnic and/or woman's business organizations, including participation in meetings and outreach events; conducting workshops and seminars; (attendance at some evening events will be expected); cultivation a strong network of contacts with associated local businesses; answering questions and providing information about the program to potential bidders and City staff; assisting vendors in securing M/WBE certification and cultivating their involvement in bidding processes; managing the city's B2Gnow software platform with regard to initial contract set up, subcontractor payment review, and running and analyzing reports to track M/WBE participation in City contracts; managing the city's vendor database, which includes: working with all vendors towards inclusion; reviewing and activating vendor database registrations; researching bounced solicitation notification emails; and, updating the database information or deleting records as appropriate. Duties also include researching and including Irving-based businesses in all solicitation notification lists; attending pre-bid meetings and site visits related to open bids; monitoring bid submissions and working with recommended vendors to collect and verify M/WBE forms and Good Faith Effort participation; logging of subcontractor payments for reporting purposes; requesting and subsequently reviewing contract documents submitted by vendors for completeness and accuracy, and following up for additional deliverables as necessary; and assisting with and overseeing responses to Open Records Requests. A Bachelor's degree, or equivalent, in business administration or a related field; and three years of increasingly responsible public sector M/WBE program or other directly-related experience required. Must have good verbal and written communication and time management skills and working knowledge of Microsoft Office products. Bilingual (English / Spanish) skills beneficial.
