Job Summary

Point of Care Coordinator plans, develops, implements and evaluates all point of care testing and activities within MonHealth System. Oversees compliance with CLIA, CAP, Joint Commission, local, state and federal regulatory licensing andaccrediting requirements. Interacts with department directors, physicians, and testing personnel throughout the healthsystem. Responsible for appropriate licensure, training and annual competencies of testing personnel. Reviews qualitycontrol and proficiency testing. Evaluates new testing methodologies, prepares feasibility proposals, writes procedures fornew testing, and develops implementation plans. Prepares correlation, reagent linearity, and validation studies.Coordinates POC device connectivity with vendors and MHS IT. Maintains competency as a Medical Technologist in the CORE area of the laboratory.

Responsibilities

Manages and Implements Point of Care Testing, Quality Control, and Quality Assurance Reviews quality control records for all POC testing and evaluates for acceptability of results andappropriate documentation. Interacts with testing personnel and managers in point of care areas to assure compliance. Prepares monthly report for QA meeting with the Laboratory Medical Director. Documents all quality control non-compliance and reviews appropriate QC actions anddocumentation with responsible manager/designee of non- compliant testing units. Prepares monthly error rate report. Sends nurse managers error rate reports. Follow up with unitsneeding improvement for POCT specific for their areas Oversees proficiency testing samples for all areas performing point of care testing. Ensure that staffon the units performs the proficiency testing. Review proficiency testing survey report and follow up with anyoutliers according to CAP requirements. Works with MGH Education that all staff are trained for POCT and that they perform annualcompetencies for point of care testing. Assures all POC testing personnel maintain a WV license as required and maintains documentation of current WV licensure for POC testing personnel.

Oversees and Maintains Regulatory Standards and Compliance Is knowlegable of CAP and The Joint Commission requirements for POCT. Ensures that all POCTareas are in compliance. Performs other related duties as assigned in order to expedite the testing process and support theachievement of department goals and objectives, i.e. validation studies and implementation of new instrumentation. Maintains POC testing instrumentation in good working condition and manages troubleshooting andrepair for the nursing units and surgery. Performs reagent linearity (glucose strips, etc.) for each new lot number of reagent or every sixmonths, whichever comes first. Performs calibration verification every 6 months or as required on POC devices and/or methods. Performs or oversees testing to assure comparability of results between POC testingdevices/methods and results from the clinical laboratory. Performs or oversees new test method validation to include accuracy, precision, reference rangesand linearity studies as appropriate for all new point of care analyzers and test methods.

Evaluates and Develops Testing Trains new employees as per established policy. Demonstrates accuracy in documentation of test results with documentation complete for all criticalvalues and panic values. Has no more than two (2) critical values not called/documented per year. Evaluates results and follows indicators for further testing as per established policy. Recognizes and reacts to critical values that clearly are defined by established laboratoryprocedures. Makes medical correlation of test results , normal values and age- dependent factors, demonstratingprofessional application of the principles and theories of medical technology. Resolves most medical correlation discrepancies with minimal supervision. Takes initiative to help others in other lab areas after completing own work. Reviews daily reports of critical values and checks for appropriate follow-up by POCT personnelaccording to policy/procedure. Provides assistance with lab testing during peak workload periods or critical staff shortages includingweekend/holiday coverage as needed.

Plans and Coordinates Instrument Maintenance and Troubleshooting Performs required maintenance on POC devices. Documents as per established procedure. Recognizes instrument problems; follows through on all troubleshooting. Documents all actionstaken. Notifies appropriate service personnel of equipment needing repair. Documents thoroughly. Switches to backup methodology to ensure continuation of testing, as appropriate.

Implements and Maintains Computer Functions and Interfaces with IT Demonstrates a working knowledge of computer systems. Performs all job functions accurately on computer systems. Learns the RALS system and uses it to effectively manage POC testing. Uses computer programs effectively to evaluate and organize data, and to generate needed statistics.

Knowledge, Skills & Abilities

Medium Work: Frequent lifting and/or carrying of objects weighing up to 25 lbs with a maximum lifting of 50 lbs.

Minimum two years experience as an ASCP Medical Technologist in aclinical laboratory. Advanced mathematical skills are required to perform accuracy and precision studies, linearity andcorrelation studies to meet accreditation requirements of CAP and JACHO. Excellent written and verbal communication andpresentation skills. Ability to work with statistical tools for data analysis. Proficiency with computer programs such asPowerPoint and Excel and ability to learn utilization of new data bases and interfaces.
