Duties The Executive Office for United States Attorneys (EOUSA) is seeking a Chief Human Resources Officer (CHRO). This is a Senior Executive Service (SES) position and serves as the senior advisor to the EOUSA Director on all human resources programs and oversees the provision of timely and accurate technical advice and operational support to United States Attorney Offices (USAOs) and EOUSA. Leads strategic planning for all HR functions, assesses EOUSA and USAO HR workforce needs, and develops strategies and plans to meet them. Evaluates and assesses the management of HR activities across EOUSA and the USAO community. Directs the development and implementation of component HR policies and processes that provide optimal support for EOUSA and USAO mission activities. Applies executive leadership and business management knowledge and skills to critical decisions and issues that affect the success of the component HR enterprise. Consults with political and career senior leadership throughout the component to provide authoritative HR advice and guidance, explain new requirements and changes in existing internal and external human resources programs, and to provide advice on technical requirements and various programs, initiatives and benefits that are available to employees. Assesses EOUSA and USAO HR workforce demographics and future requirements to develop succession planning strategies. In addition to HR, the CHRO oversees the Security and Emergency Management Staff and Employee Assistance Program. Salary

For this position, the following MTQs have been established and should be addressed within the resume application. MTQ 1: Experience which demonstrates (1) directing a geographically extensive and multi-functional human resources program and (2) directing development of HR policy/program initiatives that positively contributed to clients' ability to successfully accomplish their missions. MTQ 2: Thorough knowledge of contemporary human resource management policies and workforce initiatives, including federal personnel laws and regulations and appropriate human resource program metrics. MTQ 3: Experience which demonstrates partnership with other senior leaders to solve critical organizational problems and make decisions involving complex or sensitive policies, allocation of resources, and other management concerns that impact nationwide or agency-wide operations. Education All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
