Position Overview:

We are seeking a results-driven Senior Program Manager that has extensive experience in government contracting to lead and oversee a portfolio of complex federal, state, and local contracts. This role requires strategic oversight, operational leadership, and effective coordination among contract-specific Program Managers (PMs) along with the ability to assist with proposal efforts and RFI/RFP responses. The ideal candidate will possess strong leadership, business development to include proposal writing, and contract management skills, with a deep understanding of the federal acquisition process and compliance requirements.

Responsibilities:

Provide leadership and oversight to individual Contract Project Managers to ensure successful contract execution.

Conduct monthly meetings about Business Development (BD) and current contracts status.

Develop program goals and strategies that align with organizational objectives and customer requirements.

Maintain knowledge on all contracts and small business opportunities.

Facilitate cross-functional communication between internal teams, subcontractors, and government clients.

Work with other program managers and/or project managers onsite to identify risks and opportunities across multiple projects within the department.

Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders.

Support proposal development, pricing strategies, and responses to RFPs/RFQs.

Foster client relationships and serve as a key point of contact for high-level communication and escalation.

Ensure quality control, regulatory compliance, and continuous improvement across all program activities.

Skills and Qualifications:

Bachelor's degree in Business, Public Administration, Program Management, or a related field (Master's ).

Minimum 7-10 years of experience in program or project management, with at least 5 years in government contracting.

Proven track record managing teams and leading complex, multi-site programs.

Deep understanding of FAR/DFARS, government acquisition lifecycle, and contract types (T&M, FFP, IDIQ, etc.).

PMP or PgMP certification strongly .

Excellent communication, leadership, and analytical skills.

Ability to travel as needed to support client and team needs.

Experience managing subcontractors and third-party vendors.

Knowledge of government systems (e.g., SAM.gov, eSRS, CPARS) is a plus.

Must have oral and effective communication skills; can write proposals.

Competency in Microsoft applications including Word, Excel, and Outlook.
