GENERAL DESCRIPTION
The Senior Program Manager (PgM) is responsible for the coordinated management of multiple related projects. This position is responsible for ensuring that each project produces the required deliverables within the specified constraints of time and cost and to achieve the potential benefits defined in the Statement of Work. The Senior PgM is the Tyonek representative to the US Government customer. The PgM will have the overall responsibility to ensure each project supporting the customer has the requisite resources that are qualified and certified to satisfy customer requirements. This includes management of issues, risks, and change requests to ensure successful and on-time CDRL delivery. Contributes to corporate and program process improvement initiatives. Leads a diverse team of employees and works to develop the next generation of Tyonek employees. This position will be responsible for the development of business opportunities and proposal preparation. May require up to 30% travel including OCONUS. This position will be located in Patuxent River, MD.
DUTIES
Works with assigned Project Managers to monitor and control cost, schedule and technical performance of projects
Coordinates with the functional departments to meet requirements of the contract and statement of work
Communicates with customers on schedules, meetings, risks and issues. Keeps the customer and company management informed of program performance
Communicates goals, scope, approach and schedules to assigned personnel
Constantly assesses program performance and reports progress
Manage on-time delivery of CDRLs
Establishes and manages budgets
Forecasts and coordinates manpower requirements
Leads and evaluates subordinate managers and other staff. Provides supervision/management/mentorship
Overall responsibility for compliance to all company, federal, state, and local processes, procedures and regulations
Other duties as assigned
EDUCATION/EXPERIENCE REQUIREMENTS
Bachelor's Degree in Systems Engineering, Aerospace Engineering, or a related area, from an accredited college or university is required. Master's Degree preferred
10+ years experience in managing programs with increasing responsibility and greater than $25M in value
5+ years experience in government contracting; interpretation of contracts, statements of work/performance work statements and contract modifications
Must be knowledgeable of the Federal Acquisition Regulations (FAR) and DFAR, Department of Defense (DoD) regulations, requirements and policies/procedures
Experience in developing and managing Integrated Master Plans and Integrated Master Schedules
Earned Value Management experience required
Demonstrated ability to write Statements of Work/Objectives (SOW/SOO), Subcontractor SOW
Demonstrated experience in contract and design change control and management on DoD projects
Demonstrated experience in formal risk management on DoD projects
Must possess superior communication skills with experience in interfacing directly with the government Contracting Officers, Contracting Officer's Representatives and customer-designated representatives
Ability to obtain and maintain a Secret Security Clearance. Active TS/SCI security clearance highly desired.
Project or Program Management Professional (PMP or PgMP) certification required
Military background in flight test operations or maintenance, with specialization in Naval Aviation or Test Pilot duties
Experience as a flight test pilot with qualifications from recognized institutions such as the U.S. Naval Test Pilot School or the Air Force Test Pilot School and membership in organizations such as the Society of Experimental Test Pilots (SETP)
Demonstrated capability in the planning and execution of test events, operational risk management, and flight safety
Experience in managing developmental flight test programs, including the integration of new technologies on airborne platforms
Demonstrated experience with NAVAIR's Air Vehicle Modification and Instrumentation (AVMI) Department, including designing, developing, procuring, installing, testing and evaluating and maintaining flight test instrumentation
Proficiency in systems engineering, technology investigations, and responsive development to support RDT&E and fleet requirements for instrumentation.
Experience in performing electrical and mechanical modifications to test vehicles to support test and evaluation.
Demonstrated skills in the use of planning systems for accurately projecting workload and managing work orders in coordination with Government planning groups
Experience in the marketing and capture of new business
Experience in developing, authoring, and implementing processes in a project environment involving multiple functional areas
