DIVISION
AGENCY OPERATIONSSECTION FINANCIAL RESOURCES
The Agency Operations division is the administrative backbone to the PUCT and has several departments within the division that play an integral role to the everyday operations of the agency. The division is comprised of Agency Counsel, Central Records, Library, Financial Resources, Human Resources, Facilities, Information Technology, and Learning and Development.
Financial Resources is a critical backbone for the Commission and one of the many facets of the Commission's Operations Division. Tasked with a plethora of assignments, much of Financial Resources' work goes on behind the scenes. The invaluable staff of the Financial Resources department care for all of their activities, making sure the PUCT remains in compliance with Texas state laws, Texas Comptroller requirements and Legislative requirements.

Financial Resources is hiring a
Purchaser
to support the PUCTs critical procurement operations.
The Purchaser will play a key role in coordinating the purchase of goods and services that keep the agency moving forward. Responsibilities include processing requisitions, preparing purchase orders, ensuring compliance with state purchasing laws, and coordinating with vendors. Accuracy, attentional to detail and a strong commitment to procurement integrity are essential to success in this role..

Qualifications
The ideal candidate should possess the following minimum qualifications:
Purchaser III:
Associates degree in business administration, public administration, accounting or a related field
and
a minimum of one (1) year of full-time work experience as involving the purchase of goods and services). Certification as a Certified Texas Contract Developer (CTCD) and Certified Texas Contract Manager (CTCM) must be obtained within six (6) months of employment.
Additional experience may substitute for education on a year-for-year basis.
Purchaser IV:
Associates degree in business administration, public administration, accounting or a related field, a minimum of two (2) years of full-time work experience as a Purchaser,
and
current certification as a Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM).
Additional experience may substitute for education on a year-for-year basis.
Preferred Qualifications :
Bachelors degree in business administration, public administration, accounting, or a related field. Current certification as a Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM). Experience working in a public sector or Texas state agency procurement environment. Experience applying the Texas Comptrollers purchasing procedures or statewide procurement rules in a procurement role. Experience with the Centralized Accounting & Payroll/Personnel System (CAPPS).
WORK SCHEDULE
The PUCT operates on a standard work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may request an alternative work schedule in accordance with the PUCT's Alternative Work Schedule Policy. Approval of such requests, including any form of telecommuting, is at management's discretion and based on the business needs of the agency and the requirements of the position.
VETERANS PREFERENCE
Veterans, Reservists, or Guardsmen with a Military Occupation Specialty (MOS) or additional duties that fall in the fields listed in the below link who meet the minimum qualifications are encouraged to apply.

The salary of an ERS Retiree or non-contributing member may be 6% less than the recommended salary.
