Under the direction of the Program & Project Supervisor or a Senior Analyst of the Communications Division's Consumer Programs Branch – California Teleconnect Fund (CTF) section, the incumbent (PURA III) will perform responsible, varied, and difficult analytical work related to the CTF program and 211.Duties related to CTF will primarily focus on the research and analysis of price component of CTF services across carriers, customer’s quantitative and qualitative data of CTF subsidized services as well as market price and bandwidth information for broadband services. Work on CTF applications and CTF claims. Assist in developing and implementing a price reporting methodology for carriers to regularly report to CTF and assure carrier’s compliance with the reporting requirements. Develop and maintain a database of CTF broadband service pricing and produce reports, presentations and other materials for management review. Assist in outreach efforts.In order to facilitate the 2-1-1 Information and Referral service expansion to unserved counties, the incumbent will assess and monitor the progress of 2-1-1 Information and Referral service expansion and implementation to unserved areas in California. The staff person will be responsible to review, analyze, and process and maintain records of reimbursements to 2-1-1 entity/service providers. Assist with the preparation of 2-1-1 status reports for management. Coordinate with 2-1-1 entity/service providers to resolve issues that arise. Facilitate the 2-1-1 Information and Referral service expansion project or transfers of authority to ensure ongoing 2-1-1 service. Review and analyze annual reports and emergency reports submitted by a 2-1-1 entity/service provider and provide summary reports to management team. This position requires travel.

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California.
