This position provides high-level technical expertise and coordination for transportation programs involving multiple design andadvanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
Responsibilities for a Transportation Specialist IV or V :
Evaluates and analyzes highly complex design issues
Assists in overseeing project design involving calculations, sketches of plans, layouts and typical sections.
Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
Develops site layouts utilizing engineering workstations and computer aided drafting software.
Reviews and oversees plan packages submitted by consultants.
Evaluates and analyzes complex design issues
Reviews and revises Plans, Specifications & Estimates and project designs.
Serves as technical member on transportation-related projects.
Develops preliminary and detailed construction estimates
Prioritizes and schedules projects.
Performs other job responsibilities as assigned. This position requires driving a state vehicle.
Minimum Qualifications:
Education:
Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications Experience :
5 YEARS
transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Licenses and Certifications:
Valid drivers license.

Transportation Specialist IV or V include: Design and plan preparation methods and requirements Applicable plans, specifications and estimates preparation, review, processing and compliance requirements Applying engineering principles, practices and methods in job responsibilities Reading and interpreting applicable plans, schematics, blueprints and maps Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations Using computers and applicable programs, applications, and systems Quality assurance and control processes and procedures Interactive graphic and design information systems Maintaining effective working relationships with others Interpreting applicable information Contract development and oversight Applicable laws, rules, and regulations Planning, coordinating and handling multiple projects within area of responsibility to meet short- and long-term deadlines Writing, reviewing and revising documents to include engineering notes, specifications, standards and procedures Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations. Leading, assigning, reviewing, and monitoring the work of others Persuasion and negotiation of critical issue Additional competencies for Transportation Specialist V: Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees Program/project planning, development, and management methodologies The Texas Manual on Uniform Traffic Control Devices Physical Requirements and Working Conditions: Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects 10 lbs. or more.
