Role Summary: The Office Engineer will primarily keep the Resident Engineer informed while maintaining complete and accurate Construction Project records to support and facilitate timely and accurate progress payments to the Prime Construction Contractor. Key Responsibilities: Contract Administration & Compliance Maintaining complete and accurate Construction Project records, including monthly progress pay estimates, extra work reports, change orders, labor and equipment records, correspondence, personnel records, records of material testing and acceptance, detailed calculations for paid quantities, COZEEP hours, force account records, time-related overtime reports, accident reports, and various Construction Engineering Management (CEM) completed forms. Assisting the Resident Engineer in preparing and executing change orders in accordance with Caltrans Construction Manual policies. Assisting in processing required documents and progress payments. Tracking Construction Project expenditures, forecasting future costs, and notifying the Resident Engineer of funding shortfalls. Assisting the Resident Engineer in responding to Request for Information (RFI) and Potential Claim Records, and participating in dispute resolution processes. Supporting Caltrans Legal Division in contract arbitrations when needed. Schedule Management Assisting the Resident Engineer in reviewing and monitoring the contractor’s schedule, including notifying stakeholders of deviations, through weekly meetings. Assisting the Resident Engineer in providing time impact analyses (TIAs) of the Construction Project schedule and offering recommendations related to TIAs. Safety & Environmental Stewardship Discussing any deficiencies with the Resident Engineer after reviewing the Prime Construction Contractor’s proposed traffic control setup and other safety aspects. Periodically monitoring the Prime Construction Contractor’s construction safety program for compliance with safety audits and all State and Federal laws, policies, and procedures. Notifying the Caltrans district construction safety coordinator, Resident Engineer, and Construction Engineer of imminent hazards or repeated hazardous conditions, and taking actions to suspend operations if necessary. Being familiar with Section 124 of the California Streets and Highways Code for highway closures or restrictions, and coordinating with the Resident Engineer for such actions. Reviewing and providing feedback on the Prime Construction Contractor’s construction contingency plan. Assisting the Resident Engineer in maintaining awareness of safety and health requirements, including familiarity with Caltrans Injury Illness and Prevention Plan (IIPP) and Code of Safe Practices (COSP), and administering the Construction Zone Enhanced Enforcement Program (COZEEP). Reviewing the Environmental Commitments Record (ECR) and monitoring the progress and implementation of all construction-related environmental commitments. Verifying that the Prime Construction Contractor complies with all aspects of the Construction Project contract, including applicable safety orders in the California Code of Regulations Title 8 “Industrial Relations”. Ensuring the Prime Construction Contractor complies with Stormwater Pollution Prevention Plan (SWPPP) or Water Pollution Control Program (WPCP) requirements, including proper installation and maintenance of Best Management Practices (BMPs) and preparing for rain events. Reporting non-compliance or discharges to the Resident Engineer and district stormwater coordinator, and documenting corrective actions. Stakeholder Coordination & Communication Maintaining good lines of communication with the Prime Construction Contractor and subcontractors. Assisting the Resident Engineer in conducting preconstruction conferences with Caltrans personnel and the Prime Construction Contractor. Coordinating with utility companies for relocation work and notifying the Resident Engineer of conflicts. Coordinating with Caltrans district Surveys Unit for construction marks and stakes, performing minor surveying activities, and notifying of errors or revisions in lines and grades. Being knowledgeable of State and federal laws requiring prevailing wages and assisting the Resident Engineer in enforcing labor requirements, including tracking apprentices and forwarding compliance documents. Conducting oneself professionally and exercising courtesy when interacting with the public and project stakeholders. Required Qualifications Education: Graduation from a four-year curriculum in civil engineering accredited by ABET, AND Possession of a valid Engineer-in-Training (EIT) certificate issued by the California State Board of Registration for Professional Engineers, Land Surveyors, and Geologists (or accepted by the California Board). Licensure: Registered Civil Engineer (PE) in the State of California is preferred. While not explicitly required for

all

inspector/office engineer roles, it is highly desired for leadership progression within the firm. Experience: Two (2) years of education beyond 12th grade in engineering or surveying AND a documented minimum four (4) years of demonstrated experience acceptable to Caltrans in highway construction office engineering or in roadway construction inspection of highways or major public works projects, OR Education equivalent to completion of the 12th grade AND a documented minimum six (6) years of demonstrated experience in roadway construction inspection of highways or major public works projects. Key Skills & Knowledge: Proficiency in Critical Path Method (CPM) software such as Primavera Project Planner (P3, P6), SureTrak, Scheduler Analyzer Pro, and Microsoft Project. Proficiency in Microsoft Office (Word, Excel, PowerPoint). Strong knowledge of Caltrans Standard Plans, Standard Specifications, and Construction Manual. Knowledge and experience with monitoring labor compliance and subcontracting laws and policies. Knowledge and experience with Disadvantaged Business Enterprise (DBE), Disabled Veteran Business Enterprise (DVBE), and Small Business requirements, including determining Commercially Useful Function (CUF). Knowledge and experience with the Storm Water Pollution Prevention Program and the General Permit. Experience in Dispute Review Board (DRB) and Dispute Resolution Advisor (DRA) meetings, and preparation of position papers and claims files. Knowledge and experience in keeping complete, accurate, and concise records of work and quantities. Knowledge of California Manual on Uniform Traffic Control Devices. Proper background clearance, as necessary, for work on or near the rail system. Strong communication, verbal, and written skills. Additional Certifications/Training: Attendance at an eight-hour Caltrans approved Construction Safety Orientation Class prior to being assigned to work on Caltrans Construction Projects, and current on annual refresher class. QSD/QSP certification may be required depending on the specific task order for Stormwater Implementation Support. Physical Demands/Working Conditions: This role may involve working in a field or office setting. Field work requires the ability to work in various weather conditions, and may involve night work. Personnel should be capable, competent, and experienced to perform duties with minimal instruction. Compensation & Benefits: Salary Range:
