City of Boston . **Overview** The City of Boston Mayor’s Office of Emergency Management (OEM) seeks a highly motivated candidate to serve as a Regional Catastrophic Preparedness Grant Program (RCPGP) Emergency Management Planner. This position is funded under the Department of Homeland Security’s RCPGP to enhance catastrophic preparedness in major urban areas. Boston OEM is partnering with the Providence Emergency Management Agency for the duration of the grant to build climate resilience, community resilience, and public information and warning capabilities in Boston, MA, and Providence, RI. Under the direction of the RCPGP Program Director, the Emergency Management Planner will assist in developing and delivering materials and facilitating activities to build community resilience to the impacts of natural and human-caused hazards, particularly among vulnerable populations. The position is currently funded for a two-year term, with continuation dependent on future grant awards. OEM’s mission is to enhance the City's capacity to prevent, protect against, respond to, and recover from major emergencies. Working in close partnership with city departments, OEM plans and prepares for emergencies, educates the public about preparedness, conducts training, exercises, and drills, and performs other services to support preparedness. OEM follows an all-hazards approach, preparing for emergencies of various types, including natural or human-caused. Responsibilities Supports the RCPGP to build community resilience, climate-related mitigation, and public information and warning capabilities in Boston, MA, and Providence, RI. Conducts research and analysis to identify community vulnerabilities, hazard awareness, preparedness levels, climate mitigation strategies, and best practices for community engagement. Develops and presents materials to build community resilience among residents and business owners. Supports the development and maintenance of plans for extreme weather operations. Serves as a liaison between Boston OEM, RCPGP entities, regional partners, and the public. Updates and develops relevant capability and needs assessments. Facilitates the successful completion of projects in compliance with grant guidelines. Fulfills other OEM duties as assigned, including on-call shifts and staffing the City’s Emergency Operations Center during emergencies or major events. Performs related work as required. Minimum Entrance Qualifications Three (3) years of professional experience in emergency management, preparedness, planning, project management, or similar duties. A Bachelor’s degree in emergency management, public administration, public policy, planning, or a related field may substitute for two (2) years of experience. Excellent communication and organizational skills. Proficiency with Microsoft applications and Google Suite. Ability to exercise good judgment and attention to detail. Knowledge of emergency management principles and procedures. Ability to conduct research, analyze, and interpret data. Desired Qualifications Bilingual skills (Spanish, Haitian Creole, Cape Verdean Creole, Chinese, Vietnamese) preferred. Advanced degree or certification in Emergency Management or related fields. Experience with federal, state, or local emergency management or outreach programs. Experience presenting to diverse audiences.
