About this Role: This Information Technology Specialist I (ITS I) position is within the Systems & Operations Management Unit (SOMU), Medi-Cal Dental Information Technology Service Oversight Section (MDITSOS), Integration, Service Management, and Dental Branch (ISMDB), CA-MMIS Operations Division. The incumbent participates in oversight, monitoring, and change management of contractor performance and compliance in production operations of the California Dental Medicaid Management Information System (CD-MMIS), which is operated through multiple vendors. The Dental Business Operations (DBO) performs administrative services such as adjudicating treatment authorization requests and telephone service center functions. The Fiscal Intermediary (FI) performs system maintenance, operations, and development functions.

Working Conditions Please see Telework Information section below for telework details. This work location is very convenient! The CA-MMIS Division is located in West Sacramento near IKEA and Walmart. There are several restaurants and fast-food locations nearby, with Starbucks within walking distance. This location has easy access to I-80 and has FREE parking!

The incumbent works in an office setting with artificial light and temperature control. The ability to use a personal computer and telephone is essential. The incumbent must be able to frequently remain in a stationary position at a workstation throughout the day and must occasionally position self to perform a variety of tasks including retrieval of files.

The incumbent is a Work Week Group E employee and is expected to work an average of 40 hours per week each year and may be required to work specified hours based on the business needs of the office .

The California Medicaid Information System (CA-MMIS) Operations Division is responsible for oversight of the Medi-Cal Fiscal Intermediary (FI) contractors, who provide Business Operations and Information Technology Maintenance and Operations services. CA-MMIS is a large, highly automated, complex, and interrelated data processing system, which depends on the operation of a large data center by the FI contractor. The CA-MMIS is a mission-critical system to the Department of Health Care Services (DHCS) and the State of California. This system annually processes and adjudicates medical claims that result in approximately $22 billion annually in payments to health care providers.

The CA-MMIS Operations Division is located on Stillwater Road in West Sacramento .

The Statement of Qualifications (SOQ) is a narrative discussion of how the candidate's education, training, experience, and skills qualify them for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. 1. Describe your experience analyzing technical issues and communicating effectively with both technical and non-technical stakeholders.

2. Describe your experience on a project that required a System Development Lifecycle (SDLC) approach to implement. What was your role? What portions of the SDLC were you mostly involved with? What phases of the SDLC are your strongest and why?

TELEWORK INFORMATION

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS' Telework Program and Government Code sections 14200 - 14203. Telework is available to California residents, and proof of residency may be required.
