Job DescriptionThe Texas Health and Human Services Commission (HHSC) is seeking a PeopleSoft Business Analyst - Asset Management to support the agency's ongoing financial system initiatives. The ideal candidate will be responsible for analyzing business needs, conducting fit-gap analyses, and supporting the implementation and testing of PeopleSoft FSCM 9.2 Asset Management and related modules. This role requires deep functional expertise, excellent communication skills, and experience working with third-party interfaces and public sector asset management processes.?Responsibilities:•Analyze business requirements and operational procedures related to asset management functions.•Lead fit-gap sessions, assess system capabilities, and recommend process improvements or technical solutions.•Collaborate with technical and functional teams to design and test enhancements or modifications in the PeopleSoft FSCM 9.2 Asset Management module.•Perform hands-on testing of integrations with third-party systems, including system integration and interface validations.•Document requirements, process flows, use cases, and test scenarios.•Participate in training delivery and user support activities.•Coordinate and lead functional work sessions and presentations to key stakeholders.•Prepare and maintain system documentation, SOPs, and project deliverables.•Provide support during all phases of the software development lifecycle.•Collaborate with large cross-functional teams using tools like MS Teams, Jira, and SharePoint.•Contribute to a collaborative and agile team environment.?RequirementsMinimum Qualifications:•8+ years of experience as a Business Analyst on PeopleSoft FSCM implementation or upgrade projects.•8+ years of functional experience with PeopleSoft FSCM 9.2 Asset Management.•8+ years of experience conducting formal work sessions and functional analysis presentations.•8+ years of hands-on experience performing end-to-end system integration and external interface testing.•8+ years of experience with Microsoft O365 applications (Word, Excel, PowerPoint, Visio).•Experience with Microsoft Teams and large team communications.?Preferred Qualifications:•4+ years of experience working with public sector organizations (Federal, State, or Local Government).•2+ years of experience working with the Texas Comptroller of Public Accounts (CPA) CAPPS Financials.•2+ years of experience with PeopleSoft FSCM 9.2 General Ledger and Commitment Control.•Experience with SharePoint and Jira.•Experience working within an Agile/Scrum framework.?Work Location and Schedule:•Primary Location: 4601 W. Guadalupe, Austin, TX 78751•Work Arrangement: Hybrid - 4 days remote, 1 day on-site (Wednesdays). Local candidates only.•Schedule: Monday through Friday, 8:00 AM - 5:00 PM CT (excluding Texas state holidays).•Duration: October 1, 2025 - August 31, 2026•Additional Requirements: Candidate may be asked to work evenings, weekends, or holidays as needed.
