Sierra7, Inc. is seeking a Subject Matter Expert (SME) - Change Implementation, who will support the Veterans Health Administration (VHA) in the successful planning and execution of organizational change initiatives related to the iFAMS deployment under the Financial Management Business Transformation (FMBT) Program. This role focuses on stakeholder engagement, impact analysis, implementation planning, and risk identification to ensure a smooth transition to new financial and operational processes. The SME will serve as a trusted advisor on change readiness and strategy, applying best practices from change management frameworks, including PROSCI (preferred), to minimize resistance and maximize user adoption.
Position Responsibilities: • Lead or support stakeholder analysis to identify key audiences, assess engagement levels, and develop mitigation strategies for resistance. • Conduct impact assessments to evaluate how iFAMS-related changes will affect personnel, processes, and organizational units across the VHA enterprise. • Develop and support implementation plans for change activities tied to phased iFAMS rollouts across VHA Program Offices, VISNs, and Medical Centers. • Provide recommendations for minimizing disruption and enhancing the adoption of new financial systems and business processes. • Identify and assess risks associated with organizational change-both internally and in terms of potential impact to the Veteran Community. • Collaborate with communication, training, and deployment teams to ensure alignment across stakeholder-facing products (e.g., communication plans, training materials, readiness assessments). • Monitor and evaluate change readiness across stakeholder groups, contributing to reports and recommendations for leadership. • Contribute to the development of strategic artifacts such as Project wave charters, decision papers, stakeholder engagement plans, and post-implementation reports. • Ensure that all change management deliverables meet Section 508 compliance standards.
Requirements
• Expert knowledge of organizational change management principles, tools, and methodologies (e.g., PROSCI). • Proven experience in planning and executing enterprise-wide changes in complex, multi-stakeholder environments. • Ability to conduct detailed stakeholder and impact analyses and translate findings into actionable plans. • Excellent written and verbal communication skills, with experience developing executive briefings and change-related documentation. • Strong facilitation skills to work across interdisciplinary teams, including IT, training, communications, and program leadership. • Familiarity with large-scale federal IT deployments and transformation initiatives, particularly in healthcare or financial environments. • Experience supporting or consulting federal agencies, particularly the Department of Veterans Affairs, is strongly preferred. • Knowledge of accessibility and Section 508 compliance requirements.
Education & Experience: • Master's degree in organizational development, Public Administration, Business, or a related field (required). • Minimum 10 years of professional experience in change management, organizational development, or program transformation. • Experience with federal healthcare programs, particularly involving the VA or integrated healthcare systems, is highly preferred. • PROSCI Certification is preferred.
