Job Description Telecommunication currently has approximately 4,600 copper wire centers in the USA that need to be retired as soon as possible to achieve corporate cost savings, long-term maintenance, and operations support goals. Telecommunication's publicly stated corporate goal is to have every customer off of copper plant wiring, switched over to fiber or wireless connections, and all copper wire centers retired and decommissioned by the specified date. One significant factor inhibiting the disconnection, retirement, and decommissioning of existing Telecommunication copper wire centers is that many Public Safety Answering Points (PSAPs) remain connected to Telecommunication's network via copper-based CAMA and SS7-based trunks/circuits. A wire center is the location where a central office (or a 9-1-1 tandem providing 9-1-1 service to a PSAP over CAMA trunks) switch connects to the loop facilities covering part or all of a local exchange. It is also the physical location where the loop distribution plant in the local telecommunications system can be accessed. For commercial customers, their traditional copper loop facilities originate in a wire center and terminate on an end office switch (Class 5 EO switch, providing POTS and other traditional telephony services). For 9-1-1 PSAPs, these same physical facilities terminate on a 'selective router,? usually a Class 4 tandem switch. Telecommunication has been actively offering fiber-based network services to its commercial customers, moving them off traditional copper local loops, and replacing their network services with fiber-based connections. Their voice and data services have been upgraded to use modern communications equipment rather than the traditional central office switches of old. However, to fully decommission a wire center, Telecommunication needs to move not only commercial customers off copper plants and onto fiber-based systems but also assess whether a 9-1-1 service providing selective router is present. If so, it must determine if any PSAPs are still connected to the Selective Router via copper CAMA trunks. If they are, the service needs to be moved off the copper loop to a fiber connection, and the equipment at the PSAP may need to be updated or new services offered to the PSAP. The Telecommunication Business Legacy Wireline Transformation (ABLWT) team has requested Telecommunication Consulting to provide a PSAP Relation Manager who will work at the direction of the Telecommunication Public Safety Sales Program Manager.
