Deputy Assistant Chief Information Officer – Clinical Solutions

Overview:

We are seeking an experienced Deputy Assistant Chief Information Officer (DACIO) to oversee the development and management of clinical applications and data service offerings for a network of healthcare facilities and mental health services. This role will lead technology teams supporting multiple hospitals, specialized care centers, and pharmacy services, ensuring systems are aligned with organizational goals and regulatory requirements.

Key Responsibilities:

  • Lead the delivery of robust, scalable, secure, and cost-effective technology solutions for clinical operations.
  • Oversee initiatives with a clinical impact, collaborating with other internal technology teams and external partners.
  • Support the full Systems Development Life Cycle (SDLC) — from requirements gathering through design, development, testing, and implementation.
  • Review and validate deliverables such as requirements documentation, design specifications, and use cases.
  • Partner with other IT leaders to align technology solutions with business needs.
  • Define and track performance metrics, manage quality control processes, and oversee auditing.
  • Evaluate staffing needs, allocate resources effectively, and provide coaching, training, and performance management for technical teams.
  • Maintain strategic and tactical plans, knowledge bases, and corrective action processes.
  • Serve as the liaison between technical teams, business users, and leadership to establish priorities and resolve production issues.
  • Assess the feasibility of new or enhanced systems, considering user needs, technical requirements, and cost-effectiveness.
  • Analyze regulatory changes at the state and federal levels to determine required system modifications.
  • Contribute to departmental initiatives with innovative ideas and solutions.

Preferred Qualifications:

  • 5–10 years of IT experience in project management, development, operations, hardware, and infrastructure, ideally in a complex healthcare IT environment.
  • 3–5 years of leadership experience managing technical teams, including performance reviews, coaching, and team development.
  • Strong background in change management and process improvement methodologies.
  • Hands-on experience with electronic health record (EHR) systems
  • Experience with Health Information Exchanges (HIE).
  • Familiarity with cloud platforms such as Amazon AWS and Microsoft Azure.
  • Knowledge of application development, data analysis, database architecture, and modern IT practices.
  • Proven ability to identify business process improvements and leverage technology to enhance operations.
  • Strong communication and stakeholder management skills, with the ability to explain technical risks and solutions in business terms.
  • Proficiency with Office 365, including Microsoft Teams.
  • Experience implementing Agile methodologies in a development environment is a plus.
  • Experience with large-scale healthcare facility renovations or relocations is beneficial.
