International (INTL) Growth Program Manager (PM) Associate Director

The Counter Unmanned Aerial Systems organization is seeking an International (INTL) Growth Program Manager (PM) Associate Director. This position will report to the C-UAS Growth Lead. The PM is responsible for program leadership, program growth and near-term capture and execution of the ~$300M Qatar Low Slow Small Unmanned Air Vehicle Integrate Defeat System (LIDS) contract, with an emphasis on capture planning/execution for additional FMS and DCS opportunities in the pipeline. The Associate Director will work closely with the LIDS Ku-Band Radio Frequency System (KuRFS) radar, Coyote Counter-Unmanned Aerial Systems (CUAS), High Energy Laser (HEL), Coyote Blk3NK, and Sustainment Product Area Teams in executing the Qatar LIDS contract and capturing future INTL opportunities. Primary responsibility will be INTL growth strategy development and execution, export policy, capture and execution of CUAS INTL opportunities. Responsibilities also include leading and managing capture strategy and proposals with R&C and Capture Management Excellence (CMX) for INTL opportunities to be setup for success post contract award. This position will also be responsible for growing CUAS markets through developing and executing CUAS roadmap activities and expansion to additional countries. Additionally, the PM will be accountable for ensuring that the program wins key INTL pursuits and achieves its bookings, sales, earnings, and cash growth targets. Upon INTL contract awards, this position will expand to include the successful execution of the INTL contract to ensure the customers' expectations and requirements have been met or exceeded. What You Will Do Leverage strong programmatic background and FMS experience and leadership of teams to achieve long range plan. Collaborate with Coyote and KuRFS C-UAS counterparts within the C-UAS organization to capture and execute international opportunities Implement strong capture and program management discipline within the team of matrixed program managers and IPTLs Mentor and develop capture managers and program managers to ensure continuity in leadership Establish strong working relationship with USG counterparts, which include the Pd-CUAS International and technical teams. Accelerate global growth and capitalize on strong demand signal by enhancing customer relationships, advancing international business partnerships, and influencing release policy Collaborate with the Offsets team to develop offset strategies as discriminators in capturing international opportunities Monitor and support the RLPM process for international programs Host and/or travel to support customer meetings Coordinate internally and externally to evolve the Program Growth Roadmap Collaborate with customers and RMD leaders for concurrence on vision, goals, requirements, opportunities, and roadmap This position can be located at any RMD facility and requires about 25% domestic and international travel Intimate understanding of the Congressional Notification (CN) Process, International Trafficking and Arms Regulation (ITAR), USG release approval process, RETRO and government relations Lead a cross functional team to develop executable localization plans specific to each FMS customer Lead internal reviews and executive briefings pertaining to all pursuits to included gates, color team & strategy reviews, contract negotiations/definitization & start up efforts Display strong communication, influence management, organization and presentation skills and confidently interact with both internal and external stakeholders at all levels of leadership Conduct international customer engagements (face to face and virtual) to progress the pursuit Gain release approval through the Tri-Services Committee for our capabilities Initiate and manage marketing (DSP-5) and classified licenses (DSP-85) approvals Shape and provide the R&C team in capturing Direct Commercial Sale business Qualifications You Must Have Bachelor's degree (Engineering, Business, Science, Mathematics, or related field) 12 years of experience to include managing development programs that have transitioned to production Experience in capture management, program execution, FMS process, and strategic planning Experience with offset strategy development and execution Experience interfacing with customers and industry partners Experience with program management tools such as Earned Value Management Systems (EVMS), Estimate at Completes (EACs), Risk & Opportunity, and/or IMP/IMS The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance Experience with leading geographically distributed, diverse, cross-functional teams Experience in optimizing and accelerating processes and procedures to enable rapid development in delivering fielded systems Experience and understanding of US Army's PEO Missiles and Space procurement practices and culture Prior experience with navigating a wide array of complex cultural norms, business practices and customer decision making processes and industry workshare/offset and localization policies Experience and demonstrated ability to advise and influence functional leaders across all functions to secure the necessary financial and staffing resources Qualifications We Prefer Program Management Certified Level 4 or Equivalent Master's Degree Advanced Capture Management Certified EVMS Certification Proven team builder with demonstrated strong leadership, coordination, and people/interpersonal skills Experience in international business Foreign Military Sales captures across MENA, EUCOM, and INDOPACOM regions What We Offer Our values drive our actions, behaviors, and performance with a vision for a safer, more connected world. Relocation assistance not available This position is an onsite role in Tucson, AZ The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
