Senior Health Care Fiscal Analyst/Health Care Fiscal Analyst Trainee

The Office of Financial Management, Strategic Finance and Managed Care Group is recruiting to fill a Senior Health Care Fiscal Analyst/Health Care Fiscal Analyst Trainee position. Duties include, but are not limited to, the following: Implementation of all OMH Medicaid rate changes related to OMH licensed or designated outpatient providers. This will include collaboration with various NYS agencies and OMH bureaus on the loading and maintenance of provider rates. Work closely with Bureau staff and OMH program staff to participate in the development and implementation of new Medicaid State Plan programs, including Certified Community Behavioral Health Clinics (CCBHCs), Coordinated Specialty Care (CSC) and Critical Time Intervention (CTI), as well as the restructuring of existing programs. This includes collecting and analyzing data on behavioral health policy issues and regulatory and financial practices in other states to compare new and innovative approaches to transforming and improving the operations and outcomes of behavioral health systems. Participate in the development and implementation of studies and prepare reports concerning policy and practice assessments of service providers and agents responsible for authorization of and payment for care. Participate in the planning and coordination of public forums concerning current and long-range policy and financial issues. Assist in developing information for and in providing technical assistance to local governments and providers concerning county strategic and financial planning needs. Participate in the development of position papers and documents. Assist in the implementation of activities outlined in action plans and initiatives identified in Agency planning documents, including program and financial model specifications, pilot demonstration projects, guidelines, draft regulations, and Medicaid State Plan documents. Maintain and interpret financial and programmatic databases of varying complexity. Create narrative and quantitative reports for monitoring or measuring fiscal and programmatic goals. Query computer-based data bases and make reliable inferences. Learn new computer skills and data-access languages as OMH's data-environment evolves. Minimum Qualifications: Health Care Fiscal Analyst Trainee 1 (starting salary $53,764): A bachelor's or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration OR A bachelor's or higher degree in any field, including or supplemented by 12 semester credit hours in accounting and/or auditing; and 6 additional semester credit hours in statistics, economics, accounting, and/or auditing. Health Care Fiscal Analyst Trainee 2 (starting salary $59,994): Meets the requirements for the Trainee 1 AND has one year of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a governmental agency, nonprofit organization, or hospital or healthcare facility related to reimbursement rates, principles, and practices. Senior Health Care Fiscal Analyst (starting salary $66,951): Meets the requirements for the Trainee 1 AND has two years of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a governmental agency, nonprofit organization, or hospital or healthcare facility related to reimbursement rates, principles, and practices. *A master's or higher degree in a related field can substitute for one year of experience Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process.
