Benefits Eligible Full-Time Benefit Eligible Work Shift Day - 8 Hour or less Shift (United States of America) Department 8618 Executive Team The Director of Procurement & Logistics is responsible for planning, organizing, directing and evaluating the activities of the Materials Management and Central Logistics Departments. The Director of Procurement & Logistics is responsible for the negotiation, of supplies, capital equipment and purchase services contracts, procurement, inventory control, receiving and storage, distribution and financial analysis functions of the Kaweah Health's supply chain operations. Qualifications License /Certification Preferred: Certified Materials Management Professional (CMRP) designation through the Association of Healthcare Resources & Materials Management (AHRMM). Education Required: Bachelor's degree in business or related relevant subject area. Experience Required: Minimum of five years of progressively responsible healthcare supply chain supervisory and management experience. Preferred: Experience with materials management information systems, and related electronic ordering systems. Knowledge/Skills/Abilities Strong negotiation and communication skills. Able to demonstrate proven leadership, knowledge and experience organizing and managing departments effectively. Able to prepare, review and critically evaluate specifications, bids, quotes, proposals, contracts and similar documents for appropriate terms, completeness, quality, and cost effectiveness. Able to keep current with changes in healthcare. Competent in completing complex financial analyses and presenting results in an organized and accurate manner. Knowledgeable in state, federal, and other regulatory agency standards applicable to supply chain functions within a healthcare setting. Competent in assessing the needs of a customer department and produce favorable outcomes. Accurate typing skills. Knowledge regarding word processing, spreadsheet, and a windows-based operating environment is preferred. Job Responsibilities Essential Plans, organizes, directs and evaluates the activities of Materials Management and Central Logistics Departments staff supporting procurement and logistics activities, ensuring that all departmental efforts provide value to and meet the needs of its customers. Develops policies and procedures in the areas of procurement, inventory control, receiving and storage, distribution, and duplication throughout the Kaweah Health and ensures such policies and procedures are consistent with the goals and mission of the Kaweah Health. Coordinates productive hours, space, equipment and expense as they relate to materials and services to ensure they are effectively meeting department and Kaweah Health objectives. Reviews all duplicating requirements of the various departments of the hospital. Interfaces directly with all departments in the Kaweah Health to maintain the adequacy of supplies, service, and equipment levels to assure quality and fiscal objectives of the Kaweah Health. Provides administrative support to the Chief Financial Officer in the form of reports, budgets, and supply utilization analysis and capital expenditure management. Forecast trends or other conditions which could affect budget or strategic planning. Maintains good interdepartmental and intradepartmental relationships by providing the highest level of service, management assistance and open communication. Negotiates and acts as the contact person for supply purchase agreements with various vendors for materials and services that may or may not be addressed by a group purchasing organization, with the exception of pharmaceuticals and dietary products. Reviews vendor performance data in relation to overall service rendered. Immediately notifies the Compliance Department of any infractions by current or new vendors. Oversees the vendor credentialing and management system. Coordinates the maintenance of the materials management information system. Assures that procurement and inventory data is consistent with budget and general ledger transactions. Assists all department Managers in the budget process, which includes operating and capital budget preparation and maintenance. Responsible for overseeing the Value Analysis Committee. Coordinates the acquisition of supplies for the facility in emergency situations and maintains sources of emergency supply items or equipment from other health facilities and vendors. Responsible for the evaluation and implementation of cost reduction suggestions and improvement of systems to create and sustain a highly-efficient and effective supply chain function as evidenced by strong performance relative to national benchmarks and top-decile performance metrics. Maintains a high degree of managerial competence through continuing education and participating in seminars and educational conferences. Active in associations. Keeps informed of health care issues by use of periodicals, journals, and networking with other health care institutions. Responsible for overseeing the Capital Committee. Responsible for overseeing the contracting opportunities for the Joint Powers Authority.
