Business Manager of Outpatient Specialty Clinics Shift: Days Job Description: PATIENT POPULATION:

The patient population served can be all patients including geriatric, adult, adolescent, pediatric, and newborn. This also includes services which affect facility staff, physicians, visitors, vendors and the general public.

POSITION SUMMARY:

The Business Manager of OP Specialty Clinics reports directly to the Director of O.P. Clinic Operations and supports the Administrative Director of Imaging Services in providing leadership over the ambulatory clinics owned, licensed, or managed by Sierra View Local Health Care District, once clinical operations has commenced. The Manager contributes to the organization's mission and strategic objectives, while providing overall clinical oversight for policies, procedures and programs of the organization. Additionally, this individual will be a direct report for the following outpatient clinics; Urology, Wound Healing Center, Multi-Specialty Clinic, CTC, and Graduate Medical Education Clinic (GME). They will also oversee the Medical Office Building (MOB) business operations. This position is expected to guide the coordination of multiple departments to organize cross functional teams to remove barriers. This position will ensure operational efficiency, develops and monitors annual operating budget, and follows through with implementation, monitoring and reporting on all clinic clinical objectives. Work closely with outpatient clinic Staff on all process improvement initiatives. Collaborates with external resources and centralized staff to proactively problem solve and continuously improve the services delivered under Sierra View Local Health Care District. Develops and facilitates the implementation of an exceptional strategy to enable customer service excellence across all sites. Oversees the health equity priorities within the organization. Must be able to work normal/scheduled working hours to include Holidays, call-backs, weeknights, weekends, and on-call. Agrees to participate, as directed, in emergencies and community disasters during scheduled and unscheduled hours. As a designated disaster service worker you are required to assist in times of need pursuant to the California Emergency Services Act. (Gov't. Code

3100, 3102) Your position has been defined as exempt (Exempt employees are paid on a salary basis as their duties may include more complex tasks that require them to work inconsistent or longer hours on a weekly basis. EDUCATION/TRAINING/EXPERIENCE:

Combination of required experience and education: 2 years of experience in Healthcare Administration and a bachelor's degree, or a Master's degree in Healthcare Services or Business Administration, Public Health or related field preferred, or combination of education or experience as determined by the VP Experience working planning, directing, coordinating, and managing people and policies. A successful leader in this position must be well-organized, open-minded, decisive, and flexible. Effective communication and facilitation skills required. Experience in developing a patient-centered and physician-friendly culture. Strong track record of industry practices, theories, and policies involved in business and finances of free standing, and 1206-D Clinics. Track record of maintaining daily operations, implement strategies for growth, and coordinate the use of resources. Experience collaborating with other healthcare organizations, local, state, and federal agencies, and community partners. Familiarity with information systems, regulatory compliance issues, particularly for HRSA and the Operational Site Visits components. LICENSURE/CERTIFICATIONS:

N/A Responsibilities and Essential Functions:

Accountable for setting and achieving each department's respective operational accountabilities including quality, financial, access and service in collaboration with medical staff leadership and department manager(s). 4. Provides leadership, guidance, and oversight of overall clinical operations for the outpatient clinic sites, ensuring alignment with organizational strategic initiatives. Plans, organizes, supervises, and coordinates clinical and ancillary services, including service delivery planning, budget development and monitoring, program evaluation, and policy development. Ensures high-quality, efficient, and patient-centered care through effective operational management and continuous improvement efforts. 5. Works with Leadership team in developing and meeting strategic goals in response to federal health care reform to ensure patient care access through improved utilization of facilities and efficient and effective operational practices. 6. Analyzes and reports on costs, operations, and forecasts data on services and program activities in coordination with the fiscal department and senior leadership to monitor progress in meeting program, fiscal, operational and strategic targets. 7. Recommends staffing levels of clinical staff to be employed, participates in their recruitment, interviewing, and selection, and recommends termination of employment when necessary. Manages and oversees assigned personnel including staffing, orientation and training, performance management, and completing competency assessments. 8. Reviews and monitors Clinic provider schedules and patient scheduling on a regular basis and collaborates with other management staff to assist in adjusting support staff as needed to meet provider demand, as well as patient demand. 9. Develops a trained workforce meeting cultural, language, patient centeredness and skill competencies necessary for providing excellence in patient and staff experiences, as well as achieving excellence in productivity and industry standards. 10. Participates in the continuous development, administering, and monitoring of a corporate compliance program designed to establish a culture within the organization that promotes prevention, detection and resolution of instances of conduct that do not conform to Federal and State laws and requirements, as well as the organization's ethical and business policies and procedures; this includes compliance with The Joint Commission, HRSA/BPHC, CMS, HIPAA, DHCS, etc. 11. Coordinates and maintains the environment for assigned units in conjunction with the Safety Officer, including performance of fire and emergency drills, life safety checks, equipment checks, and other monitoring activities as outlined in the Environment of Care plan. 12. Coordinates with clinical leadership on patient care issues as requested/necessary, including patient satisfaction, complaints, and grievances. 13. Collaborates with Hospital leadership to oversee Quality Improvement (QI) and to implement effective QI programs for monitoring of operations as set forth in the Quality Improvement plan. Works in partnership with divisional leadership, when necessary for interdisciplinary positions. Reports out at PIP meetings. 14. Participates in grants management activities and in making recommendations to apply and fulfill grant requirements and expectations, such as Health Resources and Services Administration (HRSA) grants and other federal, state, and local funding opportunities. 15. Ensure information systems are fully utilized, with optimal integration for system effectiveness and efficiency, utilizing data to make meaningful management decisions. 16. Participates in marketing and public relations efforts to promote services to key individual groups and to the community at large. 17. Ensures the smooth implementation of changes within the Clinic environment by communicating and working closely with interdepartmental and programmatic managers to ensure functional working relationships within the organization. 18. "Develops and implements a patient experience and satisfaction program for each clinic site, providing feedback to PIPS along with a plan of action to address any identified deficiencies. Oversees patient experience survey requirements, including regular monitoring of sampling methods, survey question relevance, and response rates." 19. Leading and maintaining an active PFAC advisory group.
