Senior FMS Analyst

Pioneering Evolution is seeking an Senior FMS Analyst Lead who oversees a team of SMEs supporting SC/Security Assistance (SA) programs to advance U.S. foreign policy and security goals. Areas of support include FMS, FMF, BPC, international engagement, and cooperative agreements. Key responsibilities include: supporting the full FMS lifecycle from pre-LOR through delivery, leading PAPM initiatives, managing teams in international engagement, policy, and FMS analysis, collaborating with USN and foreign partners to refine requirements and resource planning, closing allied capability gaps via cross-SYSCOM coordination and leveraging international agreements, advising on Technology Security and Foreign Disclosure, interpreting and applying DoD/Navy/NIPO policies to shape LORs, LOAs, Mods, and Amendments in alignment with the SAMM, reviewing NAVSEA 01C SSCO policy updates and assessing impacts, engaging in FMS acquisition strategy with embassies and foreign reps to guide case execution, maintaining FMS schedules and supporting delivery to meet IYNDs, using systems (DSAMS, MISIL, DIFS, SCIP) for case development and execution, drafting correspondence and supporting action item resolution, coordinating with DoD, PARMs, IPTs, vendors, and field activities to manage country-specific needs, tracking program metrics and proposing improvements, contributing to Navy foreign military sales, ensuring adherence to disclosure/export laws, managing contract deliverables (reports, reviews, events) and reviewing Transportation Plans, supporting travel as needed for mission requirements, developing LOAs, Mods, and Amendments, serving as SME for Security Assistance performance/metrics (e.g., CEPT, Annual Reviews), and providing case manager support in budget tracking, deliverables, and reviews. Required experience includes a bachelor's degree or equivalent, 710 years FMS experience, 10+ years in Navy acquisition (NAVSEA preferred), 5+ years in DoD international programs (Navy preferred), expertise in DSAMS for case development and updates, SAMM application to SC/SA programs, skilled in action tracking, correspondence, schedule management, and coordination, proficient in DSAMS, MISIL, DIFS, SCIP, and active DoD Secret clearance. Desired experience includes prior support to Navy, NAVSEA, or PEO USC programs, familiarity with NAVSEA's NJEPS, and experience with Defense Transportation System entities (USTRANSCOM, SDDC, AMC, MSC).
