POSITION TITLE: Program Manager

Position Summary: Achieves the Child Care Development Program (CCDP) goals and objectives by developing, planning, implementing, directing, monitoring and evaluating the daily operation of all program functions and staff in accordance with established policies, procedures, grant requirements and regulations. Ensures the efficient and effective provision of program services that increases the availability of culturally relevant, high-quality childcare services in tribal communities. Honors and represents the mission, vision, values of CIT and CCDP. Essential Duties & Responsibilities: Develops and implements a strategic plan to maintain capacity to deliver services that result in a positive and appropriate outcome for the program. Improves staff effectiveness by recruiting, hiring, coaching, counseling, training, disciplinary action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner. Hosts regular meetings to ensure communication between staff and program-related activities. Identifies issues and recommends short-term and long-range goals to be addressed. Participates through providing information and commentary pertinent to deliberations; recommending options and courses of actions; implementing directives. Ensures compliance with grant requirements and makes amendments to the CCDF grant as needed to provide the best possible care for families and the best resources to providers; submits modifications for approval within the timeframe specified. Achieves financial objectives by exercising control and implementation over budgetary processes; maintains operating budgets and reviews budget expenditures, draw downs, obligation and liquidation timelines, spending requirements, use of funds, and audits safeguard against providers double billing. Works with CIT, state and federal auditors as needed; conducts mandatory spot audits and works with CCDP team to ensure accurate and complete program documentation. Secures additional funding and grant money for continuation and expansion of program services; ensures all grant deliverables are achieved in a timely manner; refers applicable grant and funding sources to other CIT departments and programs. Represents the CCDP at community, state, and federal levels advocating for the childcare and family needs of the American Indian/Alaska Native (AI/AN) community; serves on boards at the national, federal, state, tribal and local levels as approved by CIT and HHS Leadership. Reports suspected incidences of child abuse/neglect and makes mandated report to Child Protective Services (CPS). Prepares and presents reports on the status, activities and plans for current and future operations to the CIT and HHS Leadership when requested. Ensures accurate and timely reporting as per grant and funding requirements. Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations. Contributes to team effort and accomplishes related results as required. Performs other duties as assigned. Knowledge, Skills, and Abilities: Knowledge of traditional forms of government and tribal customs and traditions. Knowledge of Early Childhood resources, programs, licensing, and program policies. Knowledge of best practices in early childhood development and education. Knowledge of the CPS, ICW, family court systems, and legal advocacy. Knowledge of case management and crisis intervention. Knowledge of Parents as Teaches (PAT) services, funding, and requirements. Skill in preparing, reviewing, and analyzing operational and financial reports. Skill in supervising, training, and evaluating assigned staff. Skill in making effective decisions in emergency situations. Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations. Ability to communicate efficiently and effectively both verbally and in writing. Ability to develop and present persuasive and informative educational programs, trainings, and workshops. Ability to handle multiple tasks and meet deadlines. Ability to exercise independent, sound and unbiased judgment. Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels. Minimum Qualifications: Bachelor's degree in Early Childhood Development, Human Development, Social Work or related field. Five years of related experience in social services or case management. Four years work experience in a supervisory capacity. A combination of relevant education and related work experience may be considered. Experience working within American Indian and/or Alaska Native communities preferred. Valid driver's license is required. Must be able to successfully pass a background screening / investigation according to the established requirements below. Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CIT's established safety policies regarding vaccine requirements and personal protective equipment (PPE). Background Investigation Requirements: Pre-employment drug screen. Reference checks, education and employment verification. Federal, state, and/or tribal criminal history and sanction checks including fingerprint verification. Has not been found guilty of, charged with, received a deferred sentence, received a conditional discharge of, or entered a plea of not contest to, or entered a plea of guilty to any one felony or misdemeanor crimes of violence, sexual assault, molestation, exploitation or sexual contact; prostitution; or crimes committed against person(s) or children. Physical Demands: While performing the duties of this job, the employee regularly is required to sit; stand; walk; and reach with hands and arms; use hands to finger, handle, or feel; and talk or hear. The position requires occasional lifting of up to 50 lbs. Specific vision abilities required by this job include close vision and clarity of vision at long distance. Work Environment: Work is generally performed in an office or outdoor setting with occasional exposure to excessive noise. Exposure to natural weather conditions and dust, fumes, airborne particles and/or allergens may occur while performing outdoor duties. Situations occur where PPE (personal protective equipment) is needed. May come in contact with hostile, violent or offensive individuals. Overnight travel, evening and/or weekend work is occasionally required. Tight time constraints and multiple demands are common.
