Low Voltage Project Manager

POSITION/TITLE: Low Voltage Project Manager GOVERNMENT DEPARTMENT: Government Contracting LOCATION: Charleston, South Carolina MANAGER: Low Voltage Project Manager PAY GRADE: $90,000-$110,000 GENERAL DESCRIPTION: The purpose of the Low Voltage (LV) Project Manager is the coordination and completion of assigned projects for construction and operational support projects. Project types include, but are not limited to, data installation, fiber installation, network design and installation, fire alarm, industrial controls installation, intrusion detection systems installation, communications network design and installation, security systems installation, management and coordination of general construction and recovery operations after natural and/or manmade disasters. The LV Project Manager will oversee all aspects of a project including direct communication with owners, contractors, architects, designers, etc., concerning project costs, staffing and scheduling. The LV Project Manager may manage large, small and/or multiple federal, state, local and commercial construction projects. PRIMARY DUTIES/RESPONSIBILITIES: Point of contact with delegated authority on contract and systems matters. Responsible for multiple projects for execution and oversight. Interface with customers contract and management personnel, subcontractors, vendors and customers' representatives. Build and maintain relationships with customers' contract and management personnel, subcontractors, vendors and customers' representatives. Assist in formulation and enforcement of work standards, assignments, schedules and review of contract deliverables. Proposal creation and estimating activities, including but not limited to: Estimate projects from start to finish. Solicite and scope check subcontractors' proposals. Estimate self-performance tasks for labor and materials. Create and submit technical proposals for projects, contracts and task orders. Risk Management activities, including but not limited to: Negotiate solid subcontracts, while minimizing changes to the standard subcontract form. During buyout, select the "right" subcontractor that balances low cost vs. performance. Ensure all subcontract bonds, insurance and executed contracts are in place prior to starting work. Managing the risk of subcontractor defaults via payments, lien waivers and communication with sub-tier vendors and/or suppliers. Financial management activities, including but not limited to: Financial responsibility of assigned project. Set up the project budget and cost control. Review and approve all project costs. Create and submit change estimates in order of priority and ensure they are complete, justifiable and defensible. Timely and in-depth margin analysis and report each month. Manage the pay application process. Ensure issues are entered, tracked and resolved in a timely manner. Staff development and mentoring activities, including but not limited to: Review staff workloads, responsibilities and capabilities. Encourage a fun work environment. Conduct annual performance reviews for direct reports and monitor employees' performance. Coach and train direct reports. Encourage time management, organization and priorities of project staff to help improve work/life balance. Improve retention through thoughtful hiring, training, mentoring and personnel development. Ensure all team members are trained in assigned tasks and systems in place. Safety activities, including but not limited to: Perform safety inspections as needed to ensure project safety and enforce safety culture on projects. Collaborate and approve all site-specific safety plans. Ensure proper safety training and compliance for the project team. OTHER DUTIES AS ASSIGNED. JOB REQUIREMENTS: Must be able to work evenings, nights, holidays and weekends to support the project if needed. Must be self-sufficient, motivated and show initiative. Must possess and maintain a valid driver's license. Ability to successfully complete all required T1 and government background security checks and/or clearances, including maintaining federal facility access badges, required. Must pass pre-employment drug screen and remain in compliance with our drug-free workplace policies (including all applicable federal laws). Must provide regular status updates to Superintendents and Project Managers. Oversee all project-related customer satisfaction. Must be able to speak, read and comprehend English. JOB QUALIFICATIONS/REQUIRED EXPERIENCE: Bachelor's degree (preferred) or equivalent combination of skills or equivalent combination and experience generally expected for specified technical roles. Eight (8) years low voltage industry experience with three (3) years supervisory experience in low voltage systems. BICSI RCDD, preferred. NICET level 3 certification, preferred. Responsible for a single department or functional area either as a manager or functional expert. Five (5) years of demonstrated experience in leading projects in the federal government marketplace that successfully deliver practical and innovative technical and training solutions to challenging clients. Understanding of Federal Acquisition Regulations (FAR) and agency specific regulations, including the Defense Federal Acquisition Regulation (DFAR). Experience in managing projects with employees in multiple locations nationwide. Experience in implementing Quality Control Plans. Individual must be either a citizen of the U.S. or a non-U.S. citizen who has been lawfully admitted for permanent residence as evidenced by a Permanent Resident Card (USCIS I-551). KNOWLEDGE/SKILLS/ABILITY: Ability to multitask and work effectively, independently and collaboratively, ensuring timely completion of assignments and meeting established quality standards. Superior interpersonal skills, including the ability to interact in a professional manner with senior level government managers and team members during periods of high stress and tight deadlines. Excellent presentation skills, with an ability to design, develop and deliver high-quality deliverables created through collaboration. Working knowledge of MS Office products. OSHA 30 and EM385-1-1 training preferred. Familiarity with project estimating, scheduling and management software preferred.
