Job Description:

Plans, coordinates, manages and directs operational activities for all MPS afloat and MCMC functions and activities of the Marine Corps Prepositioning Program aboard MCSF Blount Island, FL. The position requires comprehensive knowledge and experience of US Navy logistical functions including equipment maintenance on CESE, supply chain management, Watercraft Maintenance, CAPSET, Refresh and SYSALT installation. This position is responsible for logistic support activities involving various aspects of maintenance production performance, cost, schedule controls, operations planning, security, performance monitoring and efficiencies, report writing, program planning, MAGTF exercise support and customer interface. /Program Management & Oversight:/ · Lead program planning, budgeting, execution, and performance tracking for MPF readiness. · Oversee ship maintenance, modernization, and dry-docking schedules in coordination with MSC and Marine Corps logistics commands. · Serve as primary Navy liaison for cross-service coordination and readiness reporting. /Fleet Readiness & Sustainment:/ · Monitor material condition, logistics status, and equipment availability aboard MPF ships. · Support readiness assessments and coordinate inspections with MARCORLOGCOM and Blount Island Command. · Lead resolution of issues related to ship systems, embarked equipment, and C4I systems. /Contractor & Vendor Coordination:/ · Manage contractor performance for ship repair, maintenance, and logistics services. · Ensure compliance with contract requirements, safety standards, and readiness timelines. · Oversee third-party repair contractors during port visits and depot maintenance periods. /Planning & Logistics Support:/ · Support embarkation/debarkation planning, exercise support, and prepositioning strategy development. · Coordinate equipment refresh and rotation efforts with Marine Corps and MSC partners. /Reporting & Communication:/ · Prepare and present program updates, budget reports, and readiness briefings to senior Navy and Marine Corps leadership. · Maintain communication channels between stakeholders to ensure program transparency and mission alignment. * *

Responsibilities:

· Manage contracts, deliverables, and ensure quality, compliance, and financial success. · Collaborate with the Program finance section to monitor, track, and report cost and budget information, ensuring program performance aligns with financial objectives. · Assist in establishing and measuring Key Performance Indicators. · Direct staff and task activities to meet objectives; supervise and mentor project teams. · Serve as the client liaison, coordinating activities, negotiating, and problem-solving. · Oversee OCONUS travel and develop executive-level reports and briefings. · Identify and resolve issues, strategize for business growth, and prepare deliverables. · Receive and review customer’s Technical Direction Letters, and provide support documents related to operations plan, performance and cost. · Recruit, hire, manage, and evaluate staff, conduct performance reviews. · Support business proposal development (writing and reviews). · Act as a change agent to improve organizational performance through Program development efforts leveraging innovation and initiatives. · Coordinate, manage and monitor the USN equipment aboard Maritime Prepositioning Ships. · Engages in planning and executing MPF Maintenance support of Programs aboard MCSF Blount Island, FL. · Develops support plans for MPS afloat activities to include USMC directed Contingency Operations, exercise downloads, backloads, and equipment reconstitution. · Develops and maintains a strong, effective relationship with Blount Island Command, acting as primary interface between customer and daily program operations and administration. · Formulates administrative and operational policies and procedures. · Directs and coordinates, through staff, the activities of all functional areas to obtain optimum use of MPF and GFF equipment, facilities, and personnel. · Correlates requirements with MCMC plans to ensure the support required is provided at the right time and place. · Maintains applicable MCPP ISO 9001 and 14001 policies and procedures. · Improve processes in support of operational goals. · Formulate and implement organizational policies and procedures to maximize production. · Monitor adherence to policies, regulations, and procedures. · Ensures quality of MCPP material and equipment production. · Coordinate functional support such as IT, HR, Maintenance Management, Safety and Environmental, Contracts and Finance. Facilitate coordination and communication between functional areas. · Coordinate all activities with the Senior Leadership Team. · Assist in the development of strategic plans for operational activity. · Implement and manage operational plans. * *

Required Qualifications:

· Bachelor’s degree (Engineering, Logistics, Maritime Studies, or related field); advanced degree preferred. * US Citizen and active US passport * Ability to obtain and maintain Secret Security Clearance · Minimum 10 years of experience in Navy or joint maritime logistics, ship maintenance, or program management.4 years in a supervisory capacity · Familiarity with Marine Corps prepositioning concepts, MPF operational requirements, and MSC-managed vessels. · Experience with NAVSEA processes, lifecycle sustainment planning, and Navy logistics systems. · Comprehensive knowledge and experience with MPF · Strong knowledge of NAVSUP P-485, NAVFAC P-300, NAVSUP P-723 and RSupply · Growth-minded with a desire to support diverse efforts. · Experience supporting proposal development. · Ability to manage multiple technical tasks and oversee staff. · Maturity, high judgment, negotiation, influence, analytical talent, and leadership are essential. · Understanding of Environmental and Safety Programs. · 15 years of technical program/project support (Equipment, System, Programmatic). · 8 years of Program Management or Deputy Program Management experience (Equipment Maintenance Assessments, Supply Chain Management, Logistics Planning, Budget Planning). · Strong written and oralcommunication skills and team leadership success.

Preferred Qualifications:

· Former Navy Surface Warfare Officer (SWO), Engineering Duty Officer (EDO), or MSC Program Officer. · Experience working at Blount Island Command, MSC, or MARCORLOGCOM. · Prior involvement with MPF exercises or operations (e.g., Freedom Banner, Pacific Horizon, etc.). · General knowledge of QMSS · General knowledge of GCSS · Familiarity with FAR and DoD procurement policies. · Strong preference for direct USMC MPF experience. · PMPor DAWIA Program Management Level II/III certification * *
