ISSUING OFFICE This request is issued from the Office of Children, Youth and Families (OCYF) within Commonwealth of Pennsylvania's Department of Human Services (DHS). Executive Order issued on July 31, 2019 to procure a statewide child welfare case management system. Current IT systems must be supported until OCYF makes a full transition to the new system, which is expected in 2025. Business Process Alignment (BPA) and User Stories with CW CM stakeholders are planned to conclude in early January 2024, with all work products finalized the following month. Post-finalization activities include data clean-up, system design, configuration, and data conversion. BACKGROUND/PROBLEM STATEMENT OCYF needs highly skilled staff augmentation to support current IT system development and maintenance during the transition to a new statewide Child Welfare Case Management System (CW CM), overseen by the Systems and Data Management Division of the Office of Children, Youth and Families. INCURRING COSTS DHS is not responsible for costs incurred by service providers in preparing quotes. RESOURCES DHS will provide office space at the Harrisburg Uptown Building, Harrisburg PA 17110, along with necessary hardware, software, network, phone, and fax for daily operations. TRAVEL Travel outside Harrisburg may be required for planning, implementation, and testing activities related to current applications and CW CM. OCYF supports 67 County Children and Youth Agencies and four regional offices in Harrisburg, Pittsburgh, Philadelphia, and Scranton. CONTRACTOR REQUIREMENTS 1. Points of contact 2. Security access OBJECTIVES OF ENGAGEMENT The contractor will manage components supporting OCYF IT systems and users, including legacy systems like CWIS, AFCARS, and Title IV-E QA Invoicing System, and assist in the development of user requirements, review project deliverables, and perform user acceptance testing for both current and future systems. TASKS TO BE PERFORMED Plan, organize, prioritize, and manage multiple initiatives; track system defects and change requests; ensure compliance with standards; provide status reports; address data quality needs; review requirements and support testing; maintain relationships with stakeholders; support business operations; investigate issues; communicate effectively; facilitate meetings and presentations; work in teams; travel as needed. CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS Minimum 7 years' experience in business and user requirements development for IT systems; knowledge of software development lifecycle; excellent communication skills; interpersonal skills; fluency in English; preferred 2 years' experience in Child Welfare or Human Services. #J-18808-Ljbffr
