Job Openings: ENTERPRISE PROJECT MANAGER - CONSULTANT Onsite Columbia SC Authorized to work in the US No H1B Max $80 USD per hour / 1099 Contractor Government Experience Required: Preferable The South Carolina Department of Health & Human Services (SCDHHS) is the State Medicaid Agency for South Carolina. This agency is focused on the modernization of the State's Medicaid Management Information System (MMIS). The modernization is a major undertaking for SCDHHS and requires major transformation of culture, processes, and technology. The modernization program supports the Department's transition from primarily a fee-for-service payor of claims towards a program and policy driver for health outcomes primarily through managed care programs. The program's strategy supports significant innovation in MMIS thinking and mindset and is aligned with MMIS innovation at the national level as well. Scope of the Project: SCDHHS is undertaking a multi-year Medicaid Enterprise System (MES) Modernization effort to replace the State's aging MMIS and related applications with more modern capabilities along with corresponding business operations services. The MES Modernization effort will be incremental and modular in nature with a focus on configurable and scalable integrations, which allow for more flexibility and reduces time and cost necessary to respond to federal and state enhancements. The Delivery of Automated Systems for Healthcare (DASH) Program is the project management program that will be managing the MES Modernization. Objectives to Be Fulfilled by Candidate: Manage the daily activities of the Medicaid Cloud-Based Systems program. Report to the Director of the DASH Program. Enforce SDLC development best practices following enterprise policies, tools, and processes. Provide day-to-day direction and guidance to the development team working on the support and improvement of multiple applications on a variety of technologies. Plan and direct budgets, goals, and business objectives. Maintain enterprise-wide system tools that ensure scalability. Ensure established operating policies are followed. Enforce enterprise-wide MCBS program management practices, governance standards, processes, and metrics. Ensure projects/programs are defined, tracked, and communicated in a consistent and effective manner. Incorporate effective change and risk management controls. Partner with IT and business leadership and other key stakeholders to ensure projects meet strategic objectives. Direct project/program managers with business case development. Ensure projects within MCBS portfolios/programs are delivered on time, within budget, and to an agreed quality level. Required Skills (rank in order of Importance): At least ten years of experience in IT Management. At least five years of experience in management of large-scale business and technical projects. Experience managing cross-functional teams across multiple projects. Familiar with a variety of IT Management concepts, practices, and procedures. Extensive knowledge and expertise in project/program management, portfolio management methodologies, and tools. Experience with standard data structures, electronic data interchange, processes, and related file formats. Interest, skill, and ability to innovate including business processes, methods/procedures, and technology. Ability to effectively work and communicate, in both oral and written, with all levels of the Agency from frontline workers to Executive Staff as well as the Contractor(s). Ability to work in a professional office environment with a diverse group of teammates. Must have exceptional attention to detail. Preferred Skills (rank in order of Importance): Experience in IT development best practices.
