Program Manager

to join our project team to serve as a

Human Resources Systems Specialist (PAS Chief)

within the Military Personnel Office (MPO) at Aberdeen Proving Ground, MD. This critical leadership role provides oversight for military personnel operations and ensures compliance with Army regulations while managing complex HR systems and personnel functions. The ideal candidate will demonstrate exceptional organizational, analytical, and management skills to optimize personnel operations and enhance mission readiness.

Responsibilities:

Program and Personnel Oversight

Provide leadership and oversight for a team of Military Personnel Support personnel, ensuring adherence to Army regulations, Joint Regulations, and other governing directives.

Act as the Military Personnel Office (MPO) Subject Matter Expert (SME) on human resources management processes, policies, and procedures.

Oversee the daily operations of the Military Personnel Operations Work Center, which provides administrative support and assistance to Civilians, Contractors, Retirees, Veterans, and their Families.

HR Operations and Support

Plan, organize, and manage military personnel programs, including:

Promotions, Officer and Enlisted Reassignments, and Records Management

Personnel Actions and Central In-Out Processing (CPF)

ID Cards, Passports, Casualty Assistance, and SRP/PDP readiness briefings

Monitor personnel transactions to ensure accuracy and completeness, utilizing systems such as IPPS-A, AIM, MOBCOP, SMS, HIMS, ACT, and DA-ISM.

Provide technical guidance on HR functions, applying analytical techniques to address complex organizational requirements.

Notify assigned units of new arrivals to the community daily and coordinate with other organizational managers to plan and schedule personnel activities.

Program Management and Communication

Coordinate with cross-functional team members to ensure project requirements, deadlines, and schedules are met.

Identify and resolve project issues, ensuring all deliverables adhere to quality standards.

Prepare and submit comprehensive status reports, summarizing relevant data and progress.

Establish effective communication plans and monitor their execution.

Quality Assurance and Compliance

Conduct quality assurance reviews and implement congressionally mandated policies and regulatory processes.

Perform self-inspections, document findings, and ensure corrective actions are implemented and resolved.

Develop and enforce Standard Operating Procedures (SOPs) for MPO operations to maintain compliance and efficiency.

Resource Management and Business Continuity

Manage and allocate resources across multiple projects to ensure optimal utilization and efficiency.

Facilitate "business continuity" during administrative changes, preparing affected areas for transitions and implementing new business processes.

Optimize the release of new deliverables into business operations to minimize disruptions.

HR Systems Management

Manage military personnel information systems, including controlling access, user assignments, database management, data analysis, and data verification.

Collect, process, store, reconcile, and disseminate HR information to support operational readiness and the execution of HR core competencies.

Provide personnel information management services as a foundation for successful force management operations.

Talent Acquisition and Risk Management

Lead talent acquisition efforts to recruit and onboard highly qualified personnel.

Identify and mitigate risks, implementing corrective measures to address challenges and ensure mission success.

QUALIFICATIONS:

Education and Experience

Bachelor’s degree in Human Resources, Business Management, Computer Science, or a related field from an accredited institution.

Minimum of 10 years of management and supervisory experience in military HR operations or technical program management.

Skills and Competencies

Extensive knowledge of Army regulations, HR policies, and personnel management processes.

Proficiency in HR systems, including IPPS-A, AIM, MOBCOP, SMS, HIMS, ACT, and DA-ISM.

Strong leadership, organizational, and analytical skills.

Excellent written and verbal communication abilities.

Proven experience in program coordination, resource management, and risk mitigation.

Security Clearance

Must possess a current

SECRET

security clearance.

Qualifications

Certifications in Project Management (e.g., PMP) or Human Resources (e.g., SHRM-CP).

Experience in Military Personnel Office (MPO) operations or similar environments.
