Summary
The Project Manager is responsible for leading, coordinating, and overseeing all contractor activities supporting Risk Management Framework (RMF) and Cybersecurity Services for USAFA. The Project Manager ensures the successful and timely completion of deliverables, compliance with all PWS requirements, and serves as the principal point of contact between the contractor team and USAFA A6X representatives.
Key Duties and Responsibilities
Oversee day-to-day operations of RMF and cybersecurity service delivery, ensuring compliance with all government regulations, Air Force Instructions (AFIs), and PWS stipulations.
Develop, maintain, and update project plans, work breakdown structures, schedules, and status reports to ensure all deliverables (e.g., security assessments, plans of action, Authority to Operate (ATO) packages) meet established deadlines and quality thresholds.
Assign and monitor tasks for contract personnel, ensuring appropriate allocation of resources across ISSE, SCAR, ISSM, ISSO, Incident Responder, and Assessor roles in accordance with workload surges (especially JulySeptember).
Serve as the primary liaison with USAFA stakeholders, providing regular briefings, responding to government data calls, and fielding contract-related inquiries.
Validate contractor personnel compliance with annual ancillary and onboarding training requirements (e.g., Cyber Awareness, OPSEC, Antiterrorism, Records Management).
Track and ensure the timely submission of all required contract deliverables and reports as outlined in the PWS (e.g., Security Authorization Package, SARs, POA&M, status reports).
Document and communicate any risks impacting schedule or quality, and propose mitigation strategies to both contract leadership and government officials.
Ensure contractor staff onsite adhere to all USAFA identification, security, emergency, and conduct policies.
Minimum Qualifications
Bachelors degree in Cybersecurity, Information Technology, Project Management, or related field (Masters and/or PMP certification preferred).
At least 7 years of relevant project or program management experience, with 3+ years overseeing DoD, federal cybersecurity, or RMF projects.
Demonstrated experience managing multidisciplinary cybersecurity teams and complex deliverable schedules under government contracts.
Strong understanding of NIST RMF, DoD/USAF cybersecurity mandates, and federal information assurance requirements.
Excellent written and verbal communication skills, with proven ability to convey technical and programmatic information to senior stakeholders.
Ability to obtain a DoD Secret clearance (current clearance highly desirable).

Availability for occasional after-hours or surge support during peak assessment periods or incident response needs.
