Summary Under general supervision, performs various paraprofessional office and field engineering work related to traffic engineering; Provides support to engineering staff; and performs related duties as assigned.

Essential duties and responsibilities may include, but are not limited to the following: Use computer aided design (CAD) software to create intersection diagrams, project plans for signing & striping, temporary traffic control, and traffic signal infrastructure projects. Assist in the design of projects, including the initial layout of existing conditions and the preliminary layout of possible solutions. Perform field investigations to collect, analyze, and evaluate measurements of streets, sign placements, pavement markings, and intersections to provide data for design projects. Conduct research of existing utility information, request utility maps from utility purveyors. Create exhibits, including imagery, vicinity maps, and other maps for internal use and presentation to City Council, Board of Directors, or other public meetings. Incorporate as-built information from completed projects. Assist Development Engineering with improvement plan review including, but not limited to, traffic control plans, traffic signal improvement plans, signing & striping improvement plans, and transportation permits. Assist with the response to requests from the public related to traffic flow, traffic safety, signal operations, neighborhood traffic, and construction. Assist with conducting field visits as necessary to assess requests from the public. Prepare preliminary exhibits of existing signing, striping, traffic signals, street lighting, on-and-off street parking, and traffic volume/flow maps. Assist in reviewing the timing and synchronization of traffic signals, revise timing sheets for traffic signal controllers as directed by the City of Victorville Traffic Engineer. Assist with the preparation of media releases to the public for road/lane closures. Assist with the modeling and analyzing of traffic flows. Assist with the preparation of work orders. Assist with the collection of traffic data, traffic patterns, and road conditions. Assist in operating and maintaining the City's traffic signal network including the Traffic Management Center (TMC), Advance Traffic Management Software (ATMS), and intercommunication map. Assist with the review of traffic control systems compliance with safety standards and regulations. Safely operate City vehicles and equipment. Other duties, as assigned. Minimum Qualifications Education, Training, and Experience Guidelines:

High school diploma or GED equivalent; AND sixty semester units in Civil Engineering Technology OR two years paraprofessional municipal transportation engineering experience OR an equivalent combination of education, paraprofessional municipal, and private transportation engineering experience. For the purpose of determining equivalency, two years of private transportation engineering experience may substitute for up to one year of paraprofessional municipal transportation engineering experience. License and Certification Requirements:

Must possess a valid California Class "C" driver's license upon hire and maintain throughout the length of employment with the City of Victorville. Engineer-in-Training (EIT) certification is highly desirable. KNOWLEDGE OF:

Civil drafting Principles and practices of traffic engineering and design. Basic engineering calculations. Automated engineering design practices and methods. Principles and practices of a municipal infrastructure. CA MUTCD, HSM, AASHTO, CAATCH, WATCH. Civil and Traffic Improvement Plan Review. Pertinent state and federal laws. City policies and procedures. City codes. SKILL IN:

Read engineering plans and understand the terminology used in traffic signal equipment and design. Civil drafting utilizing Autodesk AutoCAD and Civil 3D. Estimating material quantities for Engineer's Estimates. Being highly detailed-oriented. Project management, ability to handle more than one project at a time to meet deadlines. Using initiative, discretion, and judgment within established procedures, guidelines, and rules. Defining problems, establishing facts, and drawing valid conclusions. Managing situations requiring diplomacy, fairness, firmness, and sound judgment. Applying City, state, and federal policies, laws, and regulations. Providing efficient customer service. Communicating effectively, both verbally and in writing. Operating a computer workstation and various software applications. Establishing and maintaining cooperative working relationships with managers, supervisors, employees, consultants, and utility purveyors. Applying safe work practices.

Physical Demands & Working Environment Work is performed in a variety of environmental conditions, both indoors and out, with exposure to wide temperature variations, noise, vibrations, fumes, grease, machinery and its moving parts, odors, and dust. Physical demands require bending, stooping, and frequently lifting moderately heavy and heavy objects. Must be able to lift up to 50 pounds. Some exposure to hazardous chemicals. Incumbent must be able to see and hear in the normal range with or without correction and communicate verbally and in written form with great facility and must be able to be understood. Incumbent must be willing to work an irregular schedule, which may include weekends, holidays, evenings, and/or varying shifts. Incumbent must possess the stamina to work long hours and overtime, if necessary. SALARY:

Employees typically start at Step "1" of the salary range. Part-time employees do not receive benefits or merit increases and are hired at an hourly rate. VACATION:

Paid vacation is based on years of City of Victorville service: 80 hours for 0-5 years; 120 hours for 6-10 years; 160 hours for 11-15 years; 200 hours for 16+ years effective July 1, 2015. SICK LEAVE:

96 hours of paid sick leave per year, including a sick leave pay back program upon resignation with five years of service. HOLIDAYS:

13 Holidays per year plus one floating holiday for eligible full-time employees. MEDICAL/DENTAL/VISION INSURANCE:

Available for full-time employees and their eligible dependents, with a fringe subsidy. DEFERRED COMPENSATION 457 PLAN:

Available to interested employees. LIFE INSURANCE:

City-paid Life insurance coverage for full-time employees equivalent to one times annual salary, plus additional AD&D coverage. Supplemental life, accidental/death and dismemberment insurance available, paid for by the employee. RETIREMENT:

For employees hired on or after January 1, 2013, Public Employee's Retirement system contributions will be implemented according to Assembly Bill 340, Pension reform. Classic member's formula: 2.5% @55/ New member's formula: 2% @62. Effective July 1, 2015, employees pay CalPERS 8% employee contribution. The City does not participate in the Social Security program. Part-time employees are provided a supplemental retirement program under the deferred compensation program. The City is required to participate in the Medicare Program and contributes a matching 1.45% of salary. SHORT-TERM DISABILITY:

Employee-paid benefit provides 60% of salary after seven-day waiting period, up to a maximum $1,600 weekly benefit. LONG-TERM DISABILITY:

City-paid benefit provides 66-2/3% of salary after 90 days of disability for full-time employees, up to a maximum of $5,000 monthly. EMPLOYEE ASSISTANCE PROGRAM:
