Job Description: Leads the Communications Center in 21st Century policing best practices. Supervises, evaluates and trains personnel under their command and reviews job performance. Carries out the University and departmental rules, regulations and procedures and sees that the Telecommunication Operator guidelines are upheld in an efficient, effective and professional demeanor as a representative of the department. Leads by example for their subordinates to follow.
JOB DUTIES Directs, coordinates and evaluates employees. Carries out supervisory responsibilities in accordance with all policies and applicable laws. Interviews, hires and trains employees; plans, assigns and directs work; creates work schedules and conducts performance appraisals, counsels and disciplines employees; and addresses complaints and resolves problems.
Develops consistency among shifts by ensuring policies, procedures and SOPs are followed at all times, while making recommendations for updates or changes on out of date or ineffective protocols.
Ensures adequate staffing through effective scheduling and coordination. Participates in the personnel selection process and schedules training, as necessary.
Manages and reports all required information as it pertains to TCIC/NCIC operations and procedures.
Provides recommendations on new equipment and upgrades and coordinates it through the IT Department. Works with the IT Department on ordering supplies, equipment and maintenance, as needed.
Ensures that notifications are made on major incidents and accurate and timely information is passed to oncoming shifts to ensure continuity.
Documents all information into the dispatch computer daily activity log and files all updated information into related binders.
Receives calls for service from the community and exercises good judgment in providing for the safety and welfare of students, employees, visitors and Trinity University property.
Performs dispatch duties as needed utilizing 700/800mhz Director IP radio system.
Oversees emergency notification platforms and all associated programs and equipment to include Safety App dashboard.
EDUCATION Required: Associate's degree or equivalent in Criminal Justice or related field from an accredited institution.
Directly related work experience, above what is required, may substitute for education on a year-for-year basis.
Preferred: Bachelor’s degree in Criminal Justice or related field from a four-year college or university.
EXPERIENCE Required: Three years of experience in public safety telecommunications.
Preferred: More than two years of supervisory experience and/or previous experience in a university setting.
KNOWLEDGE, SKILLS, AND ABILITIES Required: Knowledge of the Texas Law Enforcement Telecommunications System in accordance with the Texas Crime Information Center (TCIC) and the National Crime Information Center (NCIC) console.
Effective interpersonal skills and the ability to handle multiple tasks in a professional and timely manner.
Knowledge and application of communications equipment, including but not limited to 911, phone and radio systems, Computer Aided Dispatch (CAD), Audio Recording Software, TDD, TLETS, ARMS CAD and RMS, cameras and fire alarm software.
General working knowledge of all directives including university policies.
Preferred: Knowledge and/or experience in Emergency Medical Dispatch (EMD).
LICENSES/CERTIFICATIONS Required: Must possess TCOLE Basic Telecommunication’s Operator License or equivalent licensure from another state.
Must possess TCOLE Field Training Officer certification or equivalent certification from another state.
Must possess a valid Texas Driver’s License and have a good driving history. May not have more than two moving violations in a 3-year period.
Preferred: Intermediate, Advance or Master TCOLE Telecommunications Operator License.
