Summary Of Position

Responsible for managing the daily operations for the Policy & Compliance Team, ensuring business continuity and a consistent understanding, interpretation, and application of City-wide policies and procedures through consultation, dissemination of informative content, and live/online training.

Essential Functions

(The following examples illustrate the work performed in this position. Position may require some, or all, of these examples; this list is not inclusive. Position may require related duties not listed if necessary to accomplish the work of the agency.)

Conducts systematic, periodic, and comprehensive reviews of existing City policies to determine conformance with local, state and federal laws, legal requirements, memoranda of understanding, and City goals and objectives. Recommends policy revisions as needed to ensure compliance. Identifies areas of compliance vulnerability, anticipates, and mitigates potential compliance challenges and develops strategies for risk avoidance and corrective action. Develops training and guidance materials. Conducts training. Monitors and analyzes new and proposed legislation to determine potential impact upon Baltimore City, advises superiors of impact of proposed legislation, including recommendations for ameliorating impact or ensuring compliance with provisions. Answers questions from agency HR representatives and staff and provides guidance on a wide variety of HR policies and procedures to facilitate and ensure consistent applications of HR policy and procedures. Oversees compliance training to managers and employees and attends staff meetings as requested. Reviews and maintains training records for supervisors, managers and human resources staff to ensure that mandated training is received and that HR practitioners and managers are receiving on-going training to remain current on HR practices. Recommends re-training where appropriate considering attendant circumstances. Conducts specialized training as assigned. Compiles data for monthly reports and provides analysis of data and findings. Researches best practices for policy compliance, evaluates and makes recommendations for process improvements to increase compliance. Conducts special investigations into a wide variety of employment-related areas such as employment law; administrative policies, workplace violence, discipline, Title 7, EEO, workplace harassment and other matters as required.

Education And Experience Requirements

EDUCATION

Bachelor’s degree in business administration, human resources, public administration or a related field. Employees in this role are encouraged to obtain and maintain professional human resources certification from a nationally recognized organization such as the International Public Management Association for Human Resources (IPMA-HR), Society for Human Resource Management (SHRM) or Human Resources Certification Institute (HRCI). Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), or International Public Management Association for Human Resources - Certified Professional (IPMA-CP) certification is highly desirable. Admittance to Maryland bar is highly desirable.

Experience

Five years of supervisory experience in progressive and strategic human resources management role (human resources generalist, specialist, or business partner.)

EQUIVALENCY NOTES:

Have an equivalent combination of education and experience. Non-supervisory experience or education may not be substituted for the required supervisory experience.

License, Registration And Certificate Requirements

Knowledge, Skills, And Abilities

Knowledge at advanced level of the principles and practices of human resources management and employee and labor relations. Knowledge at advanced level of federal/state/local regulations affecting employment and human capital management. In-depth knowledge of federal and state leave related regulations including FMLA, ADA (including the interactive process), PDA and wage and hour compliance. Demonstrated ability to manage and supervise professional human resources staff. Ability to develop and implement human resources programs, policies and procedures. Demonstrated experience in employee and labor relations, grievance processes, arbitration and union contract administration. Considerable experience administering labor relations, recruitment, equal employment opportunity, performance management and HRIS activities. Demonstrated ability to coordinate multiple human resources program activities with employees, managers, supervisors and officials. Demonstrated ability to prepare, analyze and interpret complex data used in trend analysis to support staffing, talent management, succession planning and other applicable human resources programs. Ability to develop, draft new policies and revise existing policies based on applicable best practices and in accordance with city, state and federal employment laws and regulations. Demonstrated ability to interpret and apply human resources policies. Ability to create policy and compliance training and guidance materials and facilitate training to various city-wide agencies and HR concerns. Demonstrated ability to establish and maintain effective working relationships with staff and all levels of an organization. Ability to handle complex and highly sensitive investigations and employee relations issues. Excellent oral and written communication skills. Knowledge of or familiarity with local, state and federal government departments or agencies and the local and state philanthropic community is a plus. Familiarity with Workday is a plus.

Background Check

Probation

All people, including current City employees, selected for this position must complete a mandatory six-month probation.
