ORGANIZATION AND AREA INFORMATION: Nestled in the central part of Southeastern Arizona’s Gila Valley, the City of Safford is a thriving rural Arizona City. With a population of just over ten thousand, it is the largest municipality in Graham County. Incorporated as a town in 1901 and becoming a city in 1955, Safford has become the major hub for Southeastern Arizona. The City of Safford as an organization has multiple different departments and over 230 staff members including full time employees, seasonal employees, volunteer firefighters and councilmembers to staff all the different positions at the City. The City also provides all utilities for its residents and other residents in surrounding areas. In addition to the major utilities of gas, water, electric, sewer, and sanitation, the City has a landfill and airport that service the county.
SUMMARY:
Under limited direction, assists the City Manager in planning organizing, coordinating and managing the Utilities Services Department including; water treatment, wastewater treatment, water distribution, wastewater collections, gas distribution and electricity distribution, meter maintenance, meter reading and customer service. The Director will provide guidance into any advancement in information technology, administration, security and safety of the department. Is responsible for planning, coordinating, and overseeing large-scale capital projects from initiation to completion. This role involves budget management, scheduling, contractor coordination, compliance adherence, and ensuring projects align with organizational goals and regulatory standards. DISTINGUISHING CHARACTERISITICS:
This is the executive level job class within the utilities department and reports to the City Manager. It is expected that the Utility Director with exercise very high levels of independent judgment when addressing utility related activities and programs as well as capital project management. Plans, organizes, directs, and controls the programs, projects, services, systems, and operations of the water, wastewater, gas and electric departments; assist with assuring proper staffing and allocation of personnel and resources to optimize departmental efficiency and effectiveness. Develops city policy and directs short-term and long-term goals relating to; water service planning efforts, water resource programs, electrical distribution, gas distribution and capital improvements. Informs and advises Mayor, Council, City Manager and senior management on issues, policies and procedures. Directs staff reviews and evaluations on current and proposed legislation/regulations and court decisions; determines the impact on city operations; solves problems through recommendations for new policies, plans and procedures. Working with the Finance Director and City Manager, monitors and implements financial rate analyses and makes recommendations to establish public rates. Demonstrates continuous effort to improve operations, department optimization efforts, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. Trains, prioritizes, assigns and supervises work of assigned department staff; evaluates the performance of staff; recommend new hires, promotions, transfers, reassignments, terminations and disciplinary actions; assure compliance with City personnel policies. Provides overall direction and technical expertise, information, and assistance to department staff and to City management regarding assigned functions, including; new construction, operation and maintenance of utilities systems; advise the City Manager and City Council of unusual trends or issues and recommend appropriate corrective action. Provides overall coordination and direction to the design of water, wastewater, electric and gas, systems and other City improvements. Reviews and investigates concerns related to utility systems and to various public improvement projects; coordinates the development of engineering project specifications and RFPs; assists in reviewing proposals and bids from contractors; coordinates the work of contractors. Plans and directs large construction operations and maintenance projects; inspects projects in progress and upon completion to assure compliance with; specifications, time lines, engineering and environmental and safety standards; modify projects and priorities as directed by City Council or as needed to respond to changes in department demands. Provides for the periodic assessment of City vehicles and equipment to determine need for replacement, sale or repair. Assigns vehicles in accordance with policies and procedures Develops, monitors, and controls the department's annual budget; analyzes and reviews budgetary and financial data; controls and authorizes expenditures in accordance with established City guidelines and limitations; determines needed supplies, materials and equipment and maintains adequate inventory levels. Directs the preparation and maintenance of a variety of narrative and statistical reports, records and files related to utilities, safety, and State environmental regulations and issues; reviews regulatory agency reports and respond as needed. Serves as the City’s primary representative with all Southwest Public Power Agency (SPPA) activities and projects. It is expected that, based on their participation, they will make recommendations to the City Manager and City Council regarding all SPPA related projects and activities. Capital Project Management Duties: Develop and oversee capital improvement projects, ensuring timely completion within budget. Manage project scope, schedules, budgets, and risk assessments. Coordinate with internal stakeholders, contractors, and regulatory agencies. Ensure compliance with local, state, and federal regulations for capital projects. Prepare and present reports on project status, financial tracking, and risk mitigation strategies. Identify cost-saving measures and maintain quality assurance in project execution. Performs other related duties as assigned. MINIMUM QUALIFICATIONS: Education, Experience, Certifications and Licenses: High School diploma or equivalent GED certificate, or equivalent experience. Bachelor’s Degree in Engineering, Environmental Sciences, Urban/Regional Planning, Geography, Public or Business Administration, Business Management or related field required. A minimum of five (5) years of progressively responsible management experience is required. Minimum of 3-5 years of project management experience, preferably in capital projects, infrastructure development, or municipal operations. Relevant environmental certifications preferred, where applicable. Valid State of Arizona Driver’s license. Required Knowledge and Skills: Knowledge of principles and practices of municipal administration, with particular knowledge of public utilities administration. Working knowledge of management, public policy, negotiations, group dynamics planning principals, statistics, research methods, cost analysis, computer modeling, report/plan preparation and presentation techniques. Knowledge of applicable laws, codes, ordinances, regulations, policies and procedures that pertain to utilities within the City. Knowledge of principles and practices of project scheduling and administration. Skill in effectively supervising, leading and delegating tasks and authority. Skill in interacting with people of different social, economic, and ethnic backgrounds. Skill in operating a personal computer and software applications. Skill in following and effectively communicating verbal and written instructions. ENVIRONMENTAL FACTORS & CONDITIONS/PHYSICAL REQUIREMENTS:
