Job Description

Manages Fleet Operations Center activities and functions, including vehicle and equipment maintenance, and assists with purchasing, fuel, client services, contract and vendor management and data analysis. Oversees Fleet Operations technology and systems for vehicle analytics, maintenance/repair tracking, fuel management, global positioning systems, vehicle telematics and emerging innovations. Coordinates, supervises, and manages inspection, maintenance and repair of vehicles and equipment, in compliance with department procedures and County policies.

Management Scope: Supervises approximately 12 staff of vehicle maintenance technicians and maintains budget responsibility for $1.7M.

Responsibilities

1. Manages, directs and provides technical assistance and guidance for technicians in the repair and maintenance of internal combustion, and electric vehicle (EV) and other alternatively fueled vehicles. Assigns work orders and approves purchase orders for replacement parts and equipment; supervises and provides for technical guidance in completion of major vehicle repairs. Dispatches technicians for field related services including refueling of critical County facilities during emergency events or situations.

2. Develops, evaluates, and recommends budget and long range forecasts and cost analysis for Fleet Operations focusing on ecofriendly and sustainable technologies. Manages and maintains responsibility for budget monitoring and reporting for the Fleet Operations Center.

3. Oversees, and develops scope requirements for all systems and technology implementations and upgrades in the areas of fleet maintenance software, global positioning systems, fuel management, vehicle analytics, EV fleet related and EV charging infrastructure for County owned fleet. Ensures seamless integration of technology and maintains awareness of industry best practices and operating protocols.

4. Maintains relationships with fleet industry vendors and representatives for key service needs (Fueling, generator, Car wash and EV Charging Infrastructure) to strive for high level operations performance and customer service. Works with Fleet Operations leadership team for specifications for ICE powered equipment and current and future EV powered vehicles and charging infrastructure. Recommends actions needed concerning acquisition of Fleet Operations facility infrastructure, equipment and other resources.

5. Oversees training for all staff on new vehicle technologies (i.e. EV, hydrogen, solar), infrastructure needs and assessments; develops standard operating procedures and protocols.

6. Oversees project management for process improvement initiatives, operating efficiencies, outsource components of Fleet Operations and application for fleet industry certifications and recognition. Manages responsibility for planning, implementation and ongoing evaluation of the division's Quality Management System and Sharepoint Site.

7. Receives and handles personnel related issues: time and attendance records, vacation, sick and leave time documentation; interviewing, hiring, promotions; works to resolve work-related personnel issues; trains staff.

8. Performs other duties as assigned.

Qualifications

Education, Experience and Training: Education and experience equivalent to a Bachelor's degree and three (3) years work-related experience in automotive or heavy equipment repair which includes one (1) year of supervisory experience. Formal automotive repair/maintenance training preferred.

Special Requirements/Knowledge, Skills & Abilities: Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Mandatory drug test prior to and during employment. Must have a valid Texas Driver's License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.
