Position:

Business Analyst - Level I

Number of Resources:

The proposed work order will require at least one (1) resource. Provide no more than one (1) carefully selected candidate and resume that meets the criteria as outlined in this solicitation.

Period of Performance:

Through December 31, 2025 (Initial Period) Upon full execution of work order.

Location:

Onsite/Offsite

Candidate References:

Provide a minimum of three (3) candidate references closely related to services as listed in the statement of work including project size, project scope, project duration and project point of contact.

Minimum Qualifications:

Proposer's Resource must have at least four (4) years of experience in providing services as listed in the Statement of Work (SOW).

A. GENERAL The Los Angeles Unified School District (LAUSD) seeks qualified proposers to provide Business Analyst on behalf of the Information Technology Services. LAUSD intends to use the results of this solicitation process to award a contract to the responsive/responsible proposer.

B. QUALIFICATIONS AND DUTIES 1) Ensure effective communication through verbal and written means with all stakeholders, including business customers, vendors, and internal resources. This is essential for facilitating team communication and achieving our mission. 2) Utilize strong critical thinking, analytical reasoning, and problem-solving skills to gather, analyze, define, and document requirements. Communicate these requirements to both technical and non-technical audiences. 3) Translate information from elicitation sessions into business and functional requirements, use cases, user stories, and software requirements specifications documents. Use standard templates and simple, unambiguous, and concise natural language. 4) Demonstrate a solid understanding of the ETL process (Extract, Transform, and Load) and proficiency in writing SQL to analyze and decompose problem statements into clearly defined requirements. 5) Thoroughly validate data and test applications for business requirements, functionality, and usability with strong attention to detail. 6) Possess a strong understanding of networks, databases, and other technologies such as Snowflake and Power BI dashboards. Responsible for carrying out complex analysis of datasets and conducting appropriate data validation across multiple data sources. 7) Present analytic results to business and functional leaders using visualizations to effectively communicate data and metrics. 8) Assist with user acceptance testing and demonstrate active listening skills. 9) Ability to work on multiple projects in parallel and collaborate constructively as part of a team or teams to analyze system characteristics. 10) Contribute to project coordination by assisting in project planning, scheduling, and monitoring activities. Track project milestones, deliverables, and dependencies to ensure timely completion and adherence to project scope.

FINGERPRINT AND CRIMINAL BACKGROUND CHECK CERTIFICATION REQUIREMENTS:

The work performed by the resource(s) shall be subject to fingerprint and criminal background check certification clearance. Clearance shall be obtained prior to working on LAUSD facilities. If the nature of the work is such that the proposer and its staff will have contact with children on the District's school sites, that proposer will be required to comply with the fingerprinting requirements of California Education Code Section 45125.1 and as detailed in the LAUSD contract. SEXUAL ABUSE MOLESTATION (SAM) INSURANCE:

If applicable, the proposer must provide proof of Sexual Abuse and Molestation (Students or Minors) insurance coverage. Failure to meet these requirements may result in disqualification from consideration.

Requirement:

If the proposer's employees, contractors, or agents will interact with students, the proposer must carry additional insurance as follows: Sexual Abuse and Molestation (Students or Minors) insurance coverage with minimum limits of $1,000,000 per occurrence and $1,000,000 aggregate (only if students are present on-site or virtually). Insurance limits may be increased at the District's discretion based on the scope of the proposed services.

WORK SCHEDULE:

The resource(s) shall be available to begin work upon full execution of the agreement. Standard work hours will be Monday thru Friday between 8:30 am to 5:00 pm, unless other arrangements are mutually agreed upon. The actual schedule may be adjusted based on project needs by the sponsor.

OTHERS:

For the duration of the project, the proposed firm and/or resource are expected to bring their own laptop computer equipped with appropriate tools such as Microsoft Word, Excel, SharePoint, etc. A performance review will be conducted by the District to ensure services are performed satisfactorily by the Contractor and its resource. Contractor will be notified by the District of their performance. If the review is unsatisfactory, the contractor will be required to submit a corrective action plan to address the deficiencies. If the performance is not improved, the contract will not be renewed, and the option years will not be exercised.
