OTN Program Developer - Project Director
The Program Developer will work as part of the team at LCCC that manages the Ohio Technical Skills Innovation Network, known as Ohio TechNet, and have as their initial assignment serving as project director of a regional, multi-partner project supported by the US Department of Labor Strengthening Community College initiative. Called the Northshore Manufacturing Workforce Partnership, this project represents an innovative partnership between industry leaders including the Ohio Manufacturers' Association, MAGNET and regional Industry-led Sector Partnerships and five community colleges in the Northeast / Northwest region of Ohio to increase the engineering technician talent pool with a central key focus on stackable credentials to broaden the talent pool and expansion of innovative earn and learn programs including apprenticeship.
Preferred candidates will reside in or near the Central Ohio / Columbus region of Ohio and will be comfortable managing a complex project with multiple partners remotely, and representing Ohio TechNet at in-person meetings as needed with state-level partners. The Program Developer has responsibility for organizing, developing, implementing and administering programs and services that support the successful design and implementation of grant-supported projects which advance the College's vision and mission, and Ohio TechNet's strategic focus areas. The individual who fills this position will have a primary focus on management and reporting, as well as overseeing a system for performance management and compliance monitoring with detailed federal requirements, working with both internal and external stakeholders, and including the development and provision of related technical assistance. The position reports to the Director of Talent and Business Innovation and is part of a team that for ten years has facilitated Ohio TechNet (www.ohiotechnet.org), a statewide consortium focused on meeting industry talent needs in manufacturing and tech. This work is organized in close partnership with national, state and regional industry and economic development leaders, education and workforce partners, and others. This is a grant-funded position.
The primary functions of the role include:
Direct project oversight, implementation and strategic review needed to advance objectives while ensuring compliance with federal rules, uniform guidance and grant-specific requirements With project staff, partners and consultants, ensure the timeliness, accuracy and integrity of program reports and data, in compliance with grant standards Oversee the design and maintenance of data management systems, handbooks, and toolkits Work closely with unit director and team for budget and spend management Negotiate and manage contracts and subawards Oversee partner monitoring and needed corrective action, as required by federal guidelines Provide support and technical assistance to internal and external partners Oversee the creation and presentation of communication materials to key stakeholders, including executive summaries and PowerPoints Other related duties aligned with the project and others as may be assigned Qualifications
Required Education and Experience:
Bachelor's degree with minimum 3-4 years of relevant experience and/or formal job-related training OR Associate's degree with a minimum of 4-7 years of relevant experience and/or job-related training Demonstrated experience in project management and/or federal grant management experience Strong interpersonal, communication, and problem-solving abilities Self-motivated and detail-oriented, with the ability to work independently Proficient in developing detailed reports and accompanying executive summaries Skilled in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) Preferred Skills and Experience:
Preferred candidates will reside in or near Central Ohio, with the ability to regularly represent Ohio TechNet at state-level partner meetings and events Demonstrated experience in federal grant development and management Proficiency in data collection, analysis, and impact reporting Background in workforce development or education, with a focus on manufacturing and/or technology sectors Proven ability to engage stakeholders across manufacturing and technology industries Strong presentation skills, including the effective use of PowerPoint or similar visual communication tools
