Salary Range: $80,594.95 - $100,000.00

General Description and Classification Standards

The Project Manager is responsible for development and implementation of project management plans and strategies for the City of Atlanta's long-range Capital Improvement Program and DEAM's Strategic Business Plan. Duties include initiation and definition of capital projects and development, execution, and transition of project plans into capital assets. Serves as program manager supervising and directing staff assigned to carry out major capital projects. Develops and implements policies and procedures necessary to perform sound project management methods and functions. Responsible for managing the Department 's Capital Improvement Plan (CIP) budget and project management staff.

Supervision Received

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Essential Duties & Responsibilities

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

1. Develops plans, strategies, goals, and objectives for Project Management staff to implement the City of Atlanta long-range Capital Improvement Program. Manages the activities of the Project Managers and support staff responsible for managing the execution of capital projects. Manages the development of project scope, schedule, and budget for capital initiatives, including condition assessments, alternative analysis, risk assessments, and preparation of business cases.

2. Prepares and implements project management plans to guide project activity, including communication plans, risk management plans, change management plans,

3. Based on the construction drawings: Manages the implementation of value engineering and constructability reviews to ensure project designs and specifications meet functional requirements and safety and quality standards at least cost.

4. Manages work performed by staff, consultants and contractors engaged in planning, designing, and executing capital projects, including real estate acquisition, preparation of bid documents, agreements, construction, or rehabilitation, testing and acceptance. Serves as program manager supervising and directing staff assigned to carry out major capital projects, including system acceptance and integration of new business processes.

5. Monitors and controls the progress and performance of capital projects, including

costs, schedule, scope changes, safety, and quality.

Leadership Provided

Responsible for direct supervision of project management staff, including project managers and support staff. Also responsible for managing project teams, including project support staff, architectural and engineering consultants, and contractors. Interviews and hires new employees, and, when necessary, recommends disciplinary actions and discharge of subordinates. Evaluates employee's performance, identifies staff development and training needs, and prepares performance development plan.

Knowledge, Skills & Abilities

Language Skills

Ability to read, analyze, and interpret engineering and design plans and specifications, common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to all stakeholders including top management, public groups, and/or boards of directors.

Mathematical Skills

Ability to work and comprehend mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Qualifications

Minimum Qualifications - Education and Experience

Bachelor's degree in Engineering, Architecture, or a related discipline and a minimum of ten (10) years of progressive experience as a Project Manager. Must be able to read construction drawings and communicate this knowledge to others. Project Management and/or related field experience should include the planning, design, management, and administration of large-scale design/construction and rehabilitation projects. Comprehensive experience in the preparation, budgeting, negotiation, and administration of contracts with both public and private organizations. Highly developed skills in speaking, writing, analytical thinking, problem solving, and management are necessary.

Preferred Qualifications - Education & Experience

Bachelor's degree in Engineering, Architecture, or a related discipline and a minimum of twelve (12) plus years of progressive experience as a Project Manager. Project Management and/or related field experience should include the planning, design, management, and administration of large-scale design/construction and rehabilitation projects. Public Safety facility experience preferred. Comprehensive experience in the preparation, budgeting, negotiation, and administration of contracts with both public and private organizations. Highly developed skills in speaking, writing, analytical thinking, problem solving, and management are necessary.

Licensures and Certifications

Position would be expected to have licensure or professional certifications appropriate to the position.

Required: Valid Georgia driver's license

LEED and Project Management Professional Certification a plus.
